Tolbert, Revs. IClugh, Lewis, l'ernn, liradiey and County Chairman Lewis Waller. The, speeches, except that of Klush's, all had ahout the same trend, the denunciation of the election and registration laws as they exist. Mr.TalUert's speech was the most enthusiastically received and to incite dissatislac lion seemed his only animus. lie advised the negroes that they were not citizens in the highest sense and never would be until their elective franchise was restored to them, for which they could only hope from the force bill. He advised tliem that our registration law was a I ram I and would not stand t lie test, and to raise a fund by stop paying taxes, il no other way to make that test in the courts. He also advised them not lo buy land as the Democrats could conliiscate that, ii they ehose tn Just as they had their right of suffrage. While he was very earnest and emphatic, as is his peculiar style, I think his venom,as some have designated it, was more inferred than Intended. Klugh. who is the pastorof the colored ISap1 ist church here, took just the opposite premises. While he proclaimed allegiance to the Republican party, lie admonished his auditors, that money and intelligence, virtue and respectability had always ruled and always would rule in this country, and without these essentials they could never hope to he more than hewers of wood and drawers o I water. He said it would make no difTernnec with a majority of thorn who was elected president as the spoils only went to a select fow. In' closing he encouraged them to more industrious, virtuous, honest iin<l upright living, the accumulation of proper!Iy and obtaining education as the surest and only means of; ever attaining respectable citizenship. Klugli is tar above the average colored man in intellect and is well educated. he uses good language and is a good orator, vet it was plain that his stylo did not suit his audience, notwithstanding the laudable introduction given him by the chairman as "a gentleman who would tell them the truth."
