Kershaw, Pre siuing juage : The Grand Jury ; t this the closing of their service ds* e in this public manner to express satisfaction at the general prosperity of the county, and the good order and obedience to law that has prevailed during their term. With a population exeeeding 40,000 there has not been an average of one offender against the laws in 500 inhabitants. The majority of the true bills found by us were for minor offences. At this term we have examined all bills handed to us and took such action as the evidence justified. We examined all the county offices and find that they are well kept. The prisoners confined in the county jail are properly cared for and every precaution taken to prevent escapes. The condition of the jail was such that no fault was found with it. The inmates of the Poor House have good attention and were as healthy and as comfortable as could be expected in such an institution. Window blinds should be put on the larger building and some slight repairs are needed on one of the smaller buildings, some of the strips of weather boarding having become detached, and a new cover is also necessary for it. We examined the books of the Trial Justices and found them correct. In several instances the Trial Justices did not exhibit their transcripts, laboring under the impression that an examination by the Solicitor was sufficient. In the future we recommend that the transcripts be brought before the Grand Jury for examination. We beg leave to present Walter S. Richardson for malicious mischief and unlawfully taking possession of and kidnapping two minors, Edward aged twelve years and Clarence aged five years, children of Dora Anderson, against her will. The following named persons are witnesses to prove the above stated facts, to wit: Nelson Kelson. Jim An derson, Joe Smith, William Hill, Dora Anderson, G. McD. Miller, W. L. Fouche, R. F. McCaslan and J. N. King. Our attention has been called to the fact in the settlement recently made | by the Comptroller General with J. R. Blake, Jr., County Treasurer, on account of the collection of the taxes for the last fiscal year, which were uncollected at the time of the death of Cap- j tain J. W. Perrin, late County Treasurer, the Comptroller decided that Mr. Blake was entitled to no commission or remuneration for finishing up said collection. While the ruling of the Comptroller may be technically right, we nevertheless think that equity demands that Mr. Blake be paid for his work and so recommend.
