There is a good deal of feeling in government circles over the delinquency of the Civil Service Commission. It is said that campaign funds are being collected from the clerks in nearly all the departments, that the civil service law is being openly violated every day, and without attracting the attention of the men whose duty it is to observe and report such infractions. At a meeting of the Ohio Association, a body composed of Ohio clerks in the government service, a speech was made by a brother of Congressman Grosvenor, of Ohio. Several papers of Paris have published that Dr. Laugardierie, of Toulouse, had at different times experimented with success with a new treatment of sure efficiency for tlie cure of that terrible disease the' croup. The, new treatment consists in the use of sulphur. Dr. Laugardierie narrates thus his first experiment: "I called for some sulphur powder, I took a tablespoonf'ul of it, which I di-! luted in a glass of water, ordering to drink one tablespoon fill ofthe mix-: ture every hour, shaking it before us-! inir. Next dav the child was better. I New potion for the next day. The following day the child was cured. The only thing left was u loose cough, which I attributed to the false membranes circulating iu the tracheal artery. Asking the parents to save them for me in case the child should expectorate them, and three dried up pieces the size of a large bean were brought to me." After that cure the doctor obtained several others, but none more convincing than the following : A little girl was dying; neither cry nor the least sound could come from the larynx ; the pimples of diphtheria were on her ears, neck, head and cheeks; her wheezing breathing could be heard at twenty meters off. The doctor had secured a probe to insufflate nitrate of silver into the larynx. The parents opposed that, but consented to make the child swallow the sulphuretted lotion during Hie night. On the next.] day the child which was considered j as lost, was resuscitated?the potion J was continued during the day, and, 'lie next day the child was cured. C., in Council assembled, and by authority of the same, That a tax for the sums and in the manner hereinafter nameds hall be raised and paid into the treasury of the Town Council for the uses and purposes thereof for the year A. D. 1891. Section* 1. On every One Hundred Dollars of the cash value of all Real and Personal estate within the incorporation of the said town of Abbeville, tno sum of Twenty Cents. Sec 2. On each Billiard and Pool Table or Ten Pin Alley kept for hire, the sum of Tweuty-five Dollars for oacli Table or Alley more than one kept by the same owner $25.00. Sec. 0. That all returns shall be made under oath, on cr before tiie lirst day of February, 1891, and all taxes shall bo due and payable on or before tho first day of March, 1891. If any-person or persons shall rcfuseor neglect payment ofthe taxes herein levied within the time specified, the Treasurer ofthe Town Council is here by authorized and required to add twenty por centum penalty, and if tho tax with the penalty is not paid within thirty days thereafter, it shall be the duty of the Treasurer of the Council to i9sue executions therefor immediately, and collect the same by due process of law, as provided in the charter of said town of Abbe vine.
