Owing to the recent great advance In value of real estate, the Clerk of the Council will not copy the old returns, hs has heretofore been done In come lusbmces. The present town council are determined to have a fair assessment, and they desire the co-operation of every tax-payer. A board of equalization, or a committee, will be appointed to equalize all returns, and adjust all Inequalities. Oar New Off!cor*. Mr. John R. Bakerof Due West has justkllled one hog which netted over three hundred pounds, and another which netted over two hundred pounds. I live In Due West, Abbeville county ; on Dec. 21,1890,1 was at Eliza Wlmbush's house; Geo Williams, Yance Valentine, Jacob Wlmbush, and Monroe Wimbush were alRO present, also Tiny Valentine; Tiny came in and went to the Are; caught me and commenccd scuffling and plnylng; Monroe was lying on the bed; I said: Monroe give me thatold pistol; he gave It to me; I looked in the pistol, and as I thought, discovered that it was not loaded; I cncked It and pointed it In the direction of Tiny's head; he caught the pistol and as he did so pistol fired; after pistol fired Tiny says, Oh, Lord, you nnve snot me, x men omu. Tiny, I did not know anything was In the pistol; I said: come let'jb ro to the Doctor; Tiny Bays, wait until I rest: he then went to the door and sat down; Monroe Wlmbush and myself caught around Tiny for the purpose of taking him to the Doctor; he fell up against me and we laid him on the ground; I am about 16 years old; Tiny Is about 17 or 18; the shooting was about 10 o'clock on the 25th of December, 1890; did not nee any tongs; we had a small taste of whiskey; Valentine and myself were good friends; I cocked pistol before I looked Into it. An Ordinance To Raise Supplies for the Town of Abbeville, S, 0., for the Year 1891. Be it ordained hy xtiiu 1^1^^DANT and Wardens of the Town of Abbeville, S. C\, in Council assembled, and by authority of the same. That a tax for the sums and in the manner hereinafter n*med shall be raised and paid into the treasury of the Town Council for the uses and purposes thereof for the year A. D. 1891. Section 1. On every One Hundred 1 Dollars of the cash value of all Real and Personal estate within the incorporation of the said town of Abbeville, tne sum of Twenty Cents. Sec 2. Ou each Billiard and Pool Table or Ten Pin Allej' kept for hire, the sum of Twenty-five Dollars for each Table or Alley more than one kept by the same owner $25.00. On each Bagatelle Table kept for hire the sum of Twenty-five Dollars. If any person or persons are c .1 ?...:! ? Sec. 3. That all male persons between the age of sixteen and fitly years, except those physicallyjunable to earn a support, are liable to road duty and shall be required to work on the roads, sidewalks and streets within the incorporation of the town of Abbeville six and one-third days by direction of the Town Council. The commutation for said road duty to be the sum of Two Dollars and One half, to be paid at the time of payment of other taxes, to wit. on or before the first day of March. That all itinerant auctioneers, > peddlers, except venaersoi iarm prouuuo raised in the county, ottering at retail auy goods whatsoever for sale, shall pay a license of not more than Twenty-Five Dollars nor less than One Dollar per day. Sec. 5. That all circuses shall pay a license of One Hundred Dollars for each and every exhibition; and all other shows, including what are commonly known as side-shews attached to a circus, shall pay a license of not more than Filly nor less than Two Dollars for each exibition. Sec. 6. That all returns shall be made under oath, on or before the first day of February, 1891, and all taxes shall be.due and payable on or before the first day ol March, 1891. If any person or persons shall refuseor neglect payment of the taxes herein levied within the time specified, the Treasurer of the Town Council is here by authorized and required to add twenty per centum penalty, and if the tax with the penalty is uot paid within thirty days thereafter, it shall be the duty of the Treasurer of the Council to issue executions therefor immediately, and collect s the same by due process of law, as proi vided in the cbartei of said town of Abbe ! ville. Sec. 7. The Town Council or a quorum 3 thereof shall constitute a Hoard of Assesi sors to affix the value of property returned for taxation. Sec. 8. If any person or persons shall refuse or neglect to make a return of their [ property for taxation within the time prescribed herein, the return of last year e with twenty per centum added, shall be deemed and taken by the Treasurer to be 1 the true value of their property for taxa* tion and it shall be assessed at that rate.
