C.. for the Year 1888. Be itohdaixep p.y the intenhaxt and Wardens ol' the Town of Abbeville, S. c., la Council assembled, and by authority of the same. That a tax for the sums and in the manner hereinafter named shall be raised and paid into the treasury ot the Town council for the uses and purposes thereof for the year 188S. Section 1. On every one hundred dollars of the cash value of all real and personal estate within the incorporation of tho mid Town of Abbeville the sum of fifteen cenis. Sue. 2. On each billiard and pool table or ten pin alley kept for hire the sum of Twentyfive Dollars on the lirst table or alley and Twenty-five Dollars for each table or alley more than one kept by the same owner. <>n each bHgatelle table kept for hire the sum ol Fifteen Dollars. Skc. 3. For each license to retail spirituou? liquors in the Town of Abbeville the .-urn o: Two Hundred Dollars for the year, beginning with the lirst day of January, isss, and endina on the first day of January, ISs'J. The said sums payable in three equal installments in advance, said dealer or dealers to give bond and security lor payment of said sum of money, and if at any timeduring the year the s:iid dealer or dealers should eo out of business the whole amount of Two Hundred Dollars shall immediately become due and payable, and any person or persons doing business thrwhole or any part of the year shall pay the whole sum of Two Hundred Dollars. Skc. 4. That all male persons between the ages of sixteen and fifty years, except those physically unable to earn a support, are liable to road duty and shall bo required to work on the roads, sidewalks, and streets within the incorporation of the Town of Abbeville five days under the direction ol the Town Council. The commutation for said road duty to be the sura of Two Dollars to be paid at the time of payment of other taxes, to wit, on or before the first day of March. All persons refusing or failing to work five lull days to be accepted and approved by the Council or pay theabove commutation shall be liable to pay such line and penalty as the Council may impose. Skc. 5. That all itinerant auctioneers, pcd tilers,anil other transient persons, except venders of farm produce raised in the County, of feringnt retail any goods whatsoever for sale, shall pay a license of not more than Twentyfive Dollars nor less than One Dollar per day. Skc. 6. That all circuses shall pay a liccnse of One Hundred Dollars for each and every exhibition; and all other shows, including what are commonly known as side-shows attached to a circus, shall pay a license of not more than Fifty nor less than Two Dollars for each exhibition. Sec. 7. That all returns shall be made under oath on or before the first day of February, 1SS8, and all taxes shall be due and payable on or before the first day of March, Inss. If any person or persons shall refuse or neglect payment ot the taxes herein levied within the time specified the Treasury of the| Town Council Is hereby authorized and required to add twenty per centum penalty, and if the tax with the penalty Is not paid within thirty days thereafter, it shall be the duty of the Treasurer of the Council to issue executions therefor immediately and collect the same by due process of law, as provided in -I 1 ,.r Tmrn ,.t A Minvill.-. If any person or persons shall refuse or neglect to make a return of their property for taxation within the time prescribed herein, tho return of last year with twenty per cenluvi added shall he deemed and taken by the Treasurer to be the true value of their property for taxation aud it shall be assessed at that rate. B. Allen, T. Baker, J. M. Baker, Mr. Johnson, the depot agent, J. T. Baskin, Mr, Bell, and others. Several new stores have been opened in Abbeville since the first of the Mr. William Riley, of Mt. Carmel, way in town last Wednesday. Mr. Fouche of Ninety-Six, and Mr. J. T. Youngblood of Troy, are about 3 the largest men in the county, and no better men live. i The Cumberland Gap railroad seems I to be coming to the front again. Whitner, of Anderson, was in attendance on our Court last week, and so was Mr. Ganahl. of Au gusta! The last named came in the interests of the Central railroad and to light the Lowndesville cases. Judge Norton grows rapidly in the estimation of the liar. He is getting a good many cases from the calendars. Tills term of the court will last all of this week and probably a part of the next. It is the longest term wo have had for years. r rum >veuuesutiy 10 ?tuuruay last, tlie Court of Common Pleas was engaged in hearing the various cases " ;? against the Savannah Valley Railroad Company for cotton aud other goods destroyed by the burning of the depot at Lowndesville. There are seven of these cases involving nearly the same principles, Each one is fought with great vim on both sides. Only three of these cases have been heard, as folR. O. McAdams cot a verdict for eighty-one dollars and two cents, together with costs. W. T. McGee recovered the value of two bales of cotton with interest and costs. The cotton and interest thereon amounted to ninety-two dollars and forty-eight cents. A stubborn fight was made in the case of Allen A isj Coolcy. The jury, after remaining out about two hours could not agree, and the foreman reporting that on? of the jurors was quite unwell, his Honor ordered a mistrial. It is reported . "38 that tiie jury stood eleven to one in favor of the railroad. It is probable that the other four cases have been continued to the next term of Court. The plaintiffs claim that the depot * was set on fire by sparks from the engine or stove-pipe of the coach of defendants' train. The defendant railroad claims that this has not been suf liciently proved and therefore that it should not be liable for the goods burned. The attorneys iu the case made able arguments on the law points presented for the consideration of the Court. ^ .T-3I The case of J. T. Baskin against the County of Abbeville wtos decided in favor of the' county. Mr. Baskin had a horse injured while crossing 011 the defendant's bridges nnd he brought action against the county to recover damages, the bridge being one which plaintiff built. Mr. N. Gleeson, who has been at tending Court as a witness in tne Lowndesville railroad cases, and who is the engineer of the train that is said to have set fire to the depot is anxious to see u jury that is not composed entirely of men of common sense. lie seems to think that such a jury is a rare thing. Mr. Charlton Sondley has drawn two thousand dollars in the Louisiana State Lottery. Mr. Sondley is a young man and a farmer living about one and a half miles from Abbeville. Rossdhu. The fact that you work hard for six days does not give you any right to sin away the seventh. God intends that you should rest on Sunday; and the bodily refreshment which you need will be far bettor secured by going to church, morning and evening, than by loitering away at home all the hours of the holy Sabbath. 3. My clothes are so shabby I am not lit to appear at church.
