Charleston and the low-country ought to be satisfied with the Legislative session. They have guincd two signal victories. This advantage oyer other counties should never have been glyfin ;.and It certainly should not he continued now, since another county (Berkeley) has been made from a, portion of Charleston and given a Senaton But no one can seriously blame Charleston fot1 holding on to this advantage as long as it in extended to her, though it ought not to have been given. A correspondent of the News and Courier, writing from Lancaster, Insists that Charlesis entitled to two Senators on account of her "intelligence, wealth and population." But j the people of Charleston are not more lntelll- V gent, and do not claim to he, than the people of other counties of the State. And If the n urn her of Senators were to be fixed In pro^ ,?' portion to wealth anu population, then Char* leston ought to have two or three more; fot? herwealth constitutes about one sixth of the wealth of the State; and by the same argument Newberry should have double the number of Senators that Oconee or Horry has. But . us we said before, it has no serious charge against Charleston thai she retains thisadvanta?c. If there is any blame at all, it belongs alike to all the members of the Senate who voted against the Joint resolution. Certainly the Charleston Senators could not be expected to refuse an advantage that is offered to them, especially as no Constitutional orStatute provision it violated thereby. But. the refusal by the Senators from tho * >;< low-country to pass the bill providing for a census, for the purpose of reapportioning tho representation in the House, rests upon entirely diflcrent basis. The Constitution expressly and explicitly, without ambiguity or the shadow of a doubt, directs the General Assembly to provide for lhis census. We quote from the Constitution' Art. II. Sec. 4: "The House of Representatives shall consist of one hundred and twenty-four members, to be apportioned amon* tho several Counties according to the number of inhabitants contained in each. Nothing could be plainer than this: and we cannot conceive how Senators, under their oath to obey the Constitution, could VoU? igainst this bill. We would not, however, presume to JudgeSenators' consciences. They may have their reasons to Justify their course, though no reasons have been given. The reapportionment provided for would lessen the number of representatives from thu low-country and increase the number, from tie tip-country; and a glance at the ayes ami noes ou the bill would lead one to suspect that this fact furnishes Hie explanation of the vote. We deprocate all animosity or jealousy beIween up-country and low-country, and do not seek to stir up sectional feeling. And wo io not think there Is any sectional prejudice >f consequence In the up-country; but tho up-country wants Its rights that are granted io It by the Constl:utlon, and to which it lsenLitled hi Justice and equity?it wants representation in the House of Representatives in proportion to its population. This has been ienied by the votes of the low-eountry, and n violation of the plain requirements of the Jonstitution. The legislative reporter of the Xcics and Courier, in reporting the voteon this bill,says: 'The unexpected defeat of this measure causes jreat dissatisfaction among certain up-coun:ry legislators." And it will ause great dissatisfact ion among the people >f the up-country, and will tend" in a large n ensure. to foster whatever sectionalism may iave heretofore existed between up-country md low-country. The up-country cannot ielp feeling that it lias not been treated fairly >y the low-country. The low-country rails against sectionalism; .*et it furnishes the occasion for it.
