Editor Press and Banner: Iii 1869 the Legislature passcc Act entitled "An Act to prev and punish bribery." i shall tempt to show that this Act sho have been styled or entitled Act to encourage and protect 1 bery. This law lias been in force four years; and during this peri the whole State has been filled w charges and counter-charges bribery and corruption in allgrac of offices, from the lowest to 1 highest. The State certainly stai pre-eminent in this matter. J other State in the country cau fi nish a parallel; and yet who 1 heard of one single case, any wh? in the State, in which a person 1 been convicted, or even tried, t the crime of bribery under t Statute? I know of none. Nc why is this ? It is sorely no sou offence, either according to ti Statute or in the estimation of tl pnblic. The penalty is from five ten years in the penitentiary, ai firom $4,000 to $5,000 fine. It clear then that there is some gra^ defector failure somewhere.
