The great need of the State is an honest, enterprising, intelligent and industrious population, jand with these it will become the richest and fairest spot on earth. Above all things the Doctor advises his friends to eschew office holding lie saj's: 'The public service has become so corrupt all over the country that it is almost impossible for a man to serve the State and maintain an unblemished character. Moreover, if strict honesty be observed officeholding is the most unprofitable business a man can possibly engage in. My own experience, at least, shows that to bo the fact.
