The recent loss of Hie steamer Villc dc Havre, one of the largest of the ' ocean J steamers, by collision with an English sailing vessel, directs attention anew to the dangers of the Atlantic passage. In fifteen imitates after being struck she went down with 226 souls?some twothirds of the three hundred with which she was charged. If the night was clear, as alleged, a heavy responsibility rests upon the officers of both vessels, and the disaster could only have been the result of gross negligence. The only real safety seems to lie in the adoption by international authority of somethiug like double tracks to be used by vessels going and returning. The Reporter of the Charleston News, "Wm. II.
