It seems that the Cuban difficulty
is yet very far from being settled,
and that Spain will find herself unable
to enforce the terras of the
Fish-Polo prof ocol. The following
dispatches show that the Cuban
people are determined to resist its

Ocean Collision. ? The recent
loss of Hie steamer Villc dc Havre,
one of the largest of the ' ocean J
steamers, by collision with an English
sailing vessel, directs attention
anew to the dangers of the
Atlantic passage. In fifteen imitates
after being struck she went
down with 226 souls?some twothirds
of the three hundred with
which she was charged. If the
night was clear, as alleged, a heavy
responsibility rests upon the officers
of both vessels, and the disaster
could only have been the result of
gross negligence. The only real
safety seems to lie in the adoption
by international authority of somethiug
like double tracks to be used
by vessels going and returning.
The Reporter of the Charleston
News, "Wm. II. McCaw, Esq.,
has been debarred the privileges of
the Senate for charging that the
bill introduced by Senator Dunn
for preventing unjust discrimination
by railroad companies was intended
as a blackmailing operatiou.
A letterof regret, written by the
reporter to the Senator, was not ac
cepted by the Senate, as making a
sufficient apology. We ; shall be
sorry if we are thus deprived of the
very iuteresting Legislative reports,
which are daily contributed to the
columns of the News'and Qourier.
