THE REFORM CONVENTION. As one of the first fruits of tlic nomination of F. J. Moses, for Governor, a large nuanber of the 'dissatisfied Republicans, bolted from the Regular Convention, in Columbia, and headed by Judge ? a ai ? n l v/rr, lucu 111 iuu vuun j.j.uusv.- vn ]%iday morning. Among those present were, the Anderson and Greenville delegations, Bo-wen's delegation from Charleston, and Whipper's from Beaufort. On motion of I. X. ILiync, of Barnwell, Judge Orr was chosen Chairman, and Ilayno elected Secretary. Judge Orr said that it was the design of this Convention to or jganize a jticket which should beat that fawuinated at the capital: He form was necessary, but "could only A/1 f tVl A "DaTvIiKIi/IO n party.? It was singular, lie said, thai Democrats should expect a party with thirty thousand majority to join them. If they wont Reform, they must come to us, the majority. The corrupt men in the Republi can party don't exceed two thou sand* There are eighty-eight un xscntaminHted Republicans. If 'men who are unworthy .have been elected, bur duty is to throw them over. The State debt is -ar^clv in creased; the taxes are enormous: the public officers are unpaid, and the public institutions are about to close* Xo public officer lias re ceived his pay for nine months. The schools opened for the colored people?because the whites ca? pay for schooling?are shut up, except where supported by local contribu tions. Some reform must be eiiect ed. TTn A nnnnn/ift/1 +1i n nrtminn4*Ati J.XV UVI1VUUVVU liiv iV/i( , of Moses, and-said Moses has is. . ' sued half a million or a million of pay certificates fraudulently. Mo ses was empowered to decide what attaches should he employed. In the Legislature, in 1S14-48, there were pnly eleven employees in the House; but Moses has 'issued pay cer:ificates to four hundred or more. Koine of these men have never been ill Columbia. One lived at At lanta and only came up here to get liis certificate. Another?a com mittee clerk?could not sign his name. It was said last night that Moses gave these places to men driven from home by the Ku Klux. "What right had he-to do this ? Again, he said, look at the armed force fund. Moses received eleven, thousand dollars, while not one' armed man was employed in the State. None of his friends had ex plained this draft. My explanation is this: the money was paid to *r I.:. : o ?? ' iuofcua x^i ijis scoiucs us opeuKur in defeating tlic impeachment of Scott. There are complaints of executive and legislative rings. One bill, plundering the people to the tune of one million, cost $180,000 to pass it. That corrup tion is rife is shown in the charges of bribery made yesterday, on the iioor of the convention. A million dollars, he said, "was paid into the treasury last January and February. Where was it gone to? For nil this the Republican party is responsible. If I; trust,a man once and am deceived, it is his fault. It he deceives me a second time, it is my fault. It is the'fault of tho Republican party if the same crew are again clected. No man must be nominated who is not a good Republican with a good record. If tlic whites like to vote our uc&et iney cuu uo so. jlt iiieyj, don't, let them nominate their own j1 ticket and he responsible for what < ill3come of it. For a good Repub lican tickct we can carry .Beaufort, [cheers,] Charleston, [cheers,] Ma rion, Coilctpn and Sumter. [Loud cheers.] The Republican party will not tolerate dishonesty. I be lieve that all our men will dp their duty, throw over the thieves, and put* lionest men in their placos. [Loud aheering.] His speech wit3 heartily endorsed by Wliipper, Bowcn, Jervey, Cor Inn, Sawyer, Earle, Johnson, Hur ley, and other leading Republicans. Tim Hurley suidT This move ment will win. Iain never found with, minorities. The Ring say ! their organization cannot be beat. I have handled these fellows and never failed. Every mau has Lis price; but if "VValpole saw this crew he would say they're cheaper than is worth mentioning. Charleston, Beaufort arKl Barn well, are safe. Richland will not give Moses two hundred and fifty K*otes.- In conclusion, he said, if tho Slosed^arty succeed, he would not gi\*e twenty-live cents on the' dollar for any property in the State. Their platform is gammon. Their pledges are lies. Let- us not say; "Nothing Can be done!" The people of -New York rose up. against the Tammany ring, and carried the State by one hundred thousand majority.' The Convention re-assemblcd on Saturday morning, when some fifty delegates were present. Reuben Tomhuson was nominat ed for Governor, and also Messrs. Cprbin and Brown, but the names, of these last Toeing withdrawn, the nomination of Tomlinson was made unanimous'. Judge John T. Green, of Sumter, was nominated for Attorney Gen eral, and received the unanimous vote of the Convention. "WV E. Earle, of Greeuville,rSub mitted a platform, which denounces the abuses of the.State Administra tion and the past record of Moses, pledges the Convention to the pay ment only of the lawful debt of the lawful debt of the State, also to an immediate reduction of. the heavy taxation,*the repeal of the license law, and a reform in education. On. Monday the following addi itional nominations were made : I Lieutenant Governor ? J. N. Ilayne, Barnwell. Secretary of State?Macoa S. Allen. Comptroller-General ? J.
