Memminger, not having been able to attend the late conferonce in Columbia, addresses ;i. letter to ^ Governor Scott, in which besets forth his view of existing evils, and suggests "a remedy. The character and cause of the troubles, he s:iys, are manifest, and 'are to be found in the present corrupt ami irresponsible State government, which has failed in giving necessary protection to person and property, and Las been the instrument of intolerable and grievous taxation. A corrupt Legislature, the arming of the militia, the Wasteful expenditure of the public imoney, the formation of the Union Leagues?all have forced the conviction \ipon the minds of the whole people of the .State that they have nothing to hope frortl tho powers that be?that their property is to be confiscated by excessive taxation, and that they are to ba ground under the heel of tho black and the carpet-bagger. The active cause of all this evil is in a Legislature eiecieu uy a coiisiuui'm-j wuu;ii k-[hvbents neither the property nor the intelligence of the State. 11 is taxation without representation: they who pay the tuxes -have no voice in the government. What then is the remedy which Mr. Memminger suggests? A change in the constituency, by an amendment of I tfie Constitution. Jiut #ueh an amend-, ment must command a two-tliirds vote i of the Legtslature before being submitted to the people, and must necessarily provoke great opposition. The issues involved, however, he thinks, would justify any effort. Lei the leading members of the dominant party come forward ami pledge their support to tlie nu-as-i ure, and the people of the .State will j calmly await its accomplish men t. To the suggestion of Mr. Mcmminger, 1 proposing an educational and property! qualification in the voter, we suppose that no valid objection can be urged. It has ' been objected bv a contemporary, in- j deed, that such a provision would be in conflict with the* Fifteenth Amendment.! ]iut how is this, when that amendment merely prohibits a discrimination onj account of "race, color, or previous con-, <!icion of servitude." It has been urged too, that the franchise being now a vest-' ed right can not be taken away. Wei suppose, however, that the people in; their primary assemblies, might divest \ themselves of the right?might give up the franchise. But will they do it ? It is expecting too much of the magnanimity and self-?acrifico of a people, we think, to suppose for a moment that j they will disfranchise themselves, with- i out an equivalent, and what equivalent1 can wo offer them ? ft is expecting too much, to hone to convince the black that he is incapable of self government, and to induce him to give up the views of power. It is equally idle to expect anything of the carpet-bagger who has made the franchise the instrument of ill-gotten power. What is our remedy? We think il must come from without. Backed by a Democratic Govern men t :it Washington, we could accomplish all things; without it nothing. We must strengthen the hands of our friends abroad, and to do so must keep within the forms of law, and abstain from violence. With the law on our side we arc strung; without it we arc powerless. Southern outrages are the food upon which the Republicans live, and their incendiary effort is to stimulate disorder here. A resistance to law is no legitimate remedy. We must go to the root of the evil and reform the law-making power itself?first at Washington then at Co-j Jumbia. When this fails, we may then accept the last ultimatum?resistance ?ami "con fro nt that ?necessity which knows no law. Shall we resist the tax-law, and yield obedience to the rest. Who can discriminate? Resistance leads necessarily to -violence, and violence is the last resort. IS IT PEACE? Action is all right and proper who 11 the time comes, but hasty and ill?advised action is altogether wrong; and such is the natural and necessary fruit of angry and bitter discussion. "With regard to magnitude of the evils which overwhelm us, there is but one opinion, but as to the remedy there is a difference of opinion. To decide require2 the calm counsels and best deliberations of our wisest men. Until they decide, it is arrogance on the part of any to counsel resistance. In this matter we have common interests and should make common cause. The man who precipitates an issue of violence deserves the anathnmas of the community whether ho ilres the first shot, or inspires another to do so. Wo regret to learn of the death ofj1 1 President Grier, of Erskine College, at |v I his residence in Due West, at ] o'clock, 1 | T 1 on yesterday. Dr. Grier was a eitizeu of high character and more than ordinary endowments, and his loss will be felt in the Church, and in the college over which he has so ably and satisfac- n torily presided, lie was a man of kind heart, and popular manners, and was j universally beloved. To the student of i V his college he was the kind parent and j svmnathisimr friend, and rarely did he find it necessary to resort to any severe discipline. By the members of Ids own , congregation he was equally beloved a? ,-tho man and the pastor, and admired as j the graceful and persuasive speaker.
