For the purchase of books for the Supreme Court Library, one thousand dollars, if so much bo necessary, to be drawn on the order of the Chief Justice ; for Contingent expenses of the Supreme Court, under Section 7 of an act ratified the IStli day of September, 1SG3, five hundred dollars; for an attendant on the Library, aud the rooms ol the Supreme Court, eight hundred dollars, to be paid quarterly on the warrant of the Chief Justice.on the Treasury, the said attendant to be appointed by, unci removable at the pleasure of said court. EDUCATIONAL DEPARTMENT. , Sec. 6. For defraying the expenses of tf?e militia, ten thousand dollars, live thousand of which shall be used for fitting np the Military Hall in the city of "Charleston; one thousand for repairing and fitting up the Arsenal in' Beaufort, to be disbursed by the Adjutant and Inspector General upon the order of the Governor. Sec. 8. In fact the unexampled! prosperity of the Piedmont and Ar-j lingion, from its youth and quiet! workings, must cause astonishment in the minds of those who have hither-j to thought there was no insurance! vitality in tho South. Our doctrine, so frequently preached, that all sections should stand by their own sol-; vent companies first, in preference to! foreign ones, is fully exemplified by this company, arid wo are glad to j note the fact as a reminder to other) localities, for it is a reognized principle in business that, that to be successful abroad, character and cor.lider.ee should first be obtained at home. This company has attained said position of eminence, as it comes Eastward with the remarkable growth oi .double the business of other companies of four years old, both in number of policies and amount of risks. It has issued over 13 500 policies, and its annual income is ?1.500,000. The ratio of expense to income is iS.83, less than half the [average expense of some thirty companies of same aire, or 100 per cent. less. In regard to mortality, the losses have been six per cent, less in number as to average losses or other companies; this, too, iii face of the tact of $50,000 from accidents by faliir.g in of the capitol at Kichmoud. and other special accidcnls. The company is now upon the all cash plan, which it adopted some months since. Over $2'0,000 of expenses are charged otF for accidental losses, retired capital, ($38,932,) and special expenditure.? which cannot exist again. .There is a divisablo surplus of thirteen per cent, larger than the di. visable surplus of most companies. The dividends are now to l>c decreased in older to reach and attain a four per cent, basis as soon as po.-sible, and a larger surplus in the future. The total autgo to total ineomo is fifty-five cent., an average of ten to fifteen per cent, less than many leading companies. The annual statement of this company for 1S70 is before tis, yet we have written from a more thorough j and detailed investigation of tho company's affairs than set forth therein. We desired to know whether any I Southern life company could bo recommended by us to the public, and as this companj* lias had the courage to be the pioneer in the movement to the "lands of criticism and prejudice," we ore iree iu bay iikil ?uiu uuu 10 from that section ctuio in the same condition as tho ' Piedmont and Arlington," they shall have our countenance, because they merit not only it, but that of the public. The early staunch condition of this company portrays the fact that the President, W. C. Carrington, VicePresident, John E. Edwards, Secretary, Daniel J. llartsook, Actuary, Prof. Edward B. Smith, and Cashier, B. C. Hartsook, aro all thoroughly skilled in the in the science of life insurance, and we may add that thej directors comprise prominent and - cs-j teemed citizens of .Richmond, several of whom aro wo^t favorably known far and wide. This company has pas.=ed the inspection of tho Insurance Departments of Missouri, California and Kentucky, and has a deposit of $100,000 with the proper authorities at Richmond. 11 will not fail, therefore, to be admitted, upon application, into New York and Massachusetts. | To conclude, as tho company is progressive, prosperous and prompt, its expenses auu msses buiun, ji? investments secure, its reserve ample, its .surplus good,\ and its mnnagement conservative and. skillful, wo highly recommend the "Piedmont and Arlington," of Virginia, as deserving the patronage of insurers The General Agent in Philadelphia is J.
