I^vid Dudley Field, hi^a recently delivered a loetuve in Boston, in advocacy of tbia now suffrage principle; and that tlao news-, paper press of overy felmde of political opinion, from tho Ropubiicau Tribune on ouo sid? to tho Democratic World on tho other, very generally urge its adoption, as tho only mode of carrying out tho true theory, and securing the just and pcrfcct wle of representation. Accordiug to tho .present theory of representation in the United States tho majority alono rulo. Tho will of the minority finds no expression, and ^ exorta no influence in legislation. Practically however, as Mr. Field shows, owing to a certain distribution -of the electoral districts, the rcprc Bcntativcs 01 ft smaw minority are often in truth the ruling power, whilel another minority has no representation at all. Thus "in the State of New-York in 38GS the Democrats had a popular majority of 33,Gil, but eleetod only 52 members of Assembly, while the Republicans elected 7G. In Maryland the Democrats cast 02,357 votes and clected every member of both Houses l (111 in all), while the Republicans! polled 30,43S votes and elected nobody ' In California tlio Republicans cast a: majority of 515 votes, but only dec-' oq ,ftl.j ii,? I clcctcd 97. The whole number of votes east was 108.G70; but the districts wore so distributed that 02 1 Representatives, elected by only 34,&05 votes, could control the Government." "On the cumulative system each voter has as many votes as there are members to be elected, and he may cither distribute them among different candidates or unite thom all on otk*. Thus Massachusetts has 10 .Representatives in Congrese and about 200,000 voters. Each voter would. have 10 votes.
