Accordiug to tho .present theory of
representation in the United States
tho majority alono rulo. Tho will of
the minority finds no expression, and
^ exorta no influence in legislation.
Practically however, as Mr. Field
shows, owing to a certain distribution
-of the electoral districts, the rcprc

often in truth the ruling power, whilel
another minority has no representation
at all. Thus "in the State of New-York
in 38GS the Democrats had a popular
majority of 33,Gil, but eleetod only
52 members of Assembly, while the
Republicans elected 7G. In Maryland
the Democrats cast 02,357 votes and
clected every member of both Houses

voter would. have 10 votes. Republicans
and Democrats are divided in
tho proportion of about two-thirds of
the former and one-third of the latter
If the Republicans wero to nominate

It was admitted by tho Sec
rotary of State, F. L. Cardoza, that
ho had erased Barnwell and inserted
Blackville in tho engrossed Act, to
mako tlic law couform, as ho alleges
to the Legislative, will as expressed
by the Journals of the two Houses.
Ilis counsel Messrs. Melton and Chamberlain
argued that tho act was nugatory?in
every view of the matter,
that to restore the Act, or to furnish
a certified copy as restored, was not
such illegal duty as could be.enforced

Friday previous near the edge of a
iagoon, in the low grounds of Mr. B.

to tho waist in mud and water, with

ag: inst tho bank. Being that of an
uiu man aooui, cigmy years or age.
it is supposed, that in attempting to

th-e mud, and being unablo to extricate
himself died of eold and exhaustion.
The Jury of Inquest, found a
verdict in accordance with tho above
staled facts.

from Mr. L II. Itussell our County (
Treasurer, that lie has received some i
lifty thousand dollars, or about three- |
fourths of our total County tax.
There is over ten thousand dollars
still due?three-fourths of the defaulters
being blacks.
Mr Dennis, the TJ. S. Collector informs
us that he has collected nearly
