The Senate met pursuant to adjournment Mr Higgins, fr^pa the Committee oft Finance, submitted a report on the petition of J. J. AbernetHy ; ordered for consideration on Monday. "The Committee on Finance, to whpm was referred the petition of the South Carolina Canal aod.-^Bail Road ^Jpmpany, praying to be released from their obligation to the State^or ttoeS&h of $100,000, with the interest thereon, ^ported, ^ ^ " That ii is in their opinion inexpedient to relieve the Company from their obligation ; but the committee respectfully recommend that a liberal indu' v nee ought to be extended towards the said company, which risked* so much in a problematical project that has already bestowed incalculable benefits upon the people of this State. The committee therefore recomhiend the adoption of the following resolution : " Resolved, That the South Carolina Canal and Rail Road Company be and they are hereby indulged for ten years from the 18th day of Dec. 1836, in pay ment of their said obligation, at the same rate of interest as heretofore, on said Company's giving sufficient security for the ultimate payment of the said debt and interest, on the 18th day of December, 1846." The Report and Resolution were agreed to. The Committee on Schools made a Report on the Ludlum School Fund, representing that it is now in a situation which allows it to be applied to the purposes of the testator, and reeommending that suitable measures be accord ingly taken. The Committee on Roads, Bridges and Ferries made a report on the petition of the Camden Bridge Company, recommending an extension of the time allowed | for constructing their bridge, and establishing rates of toll. t>.,\ The Report was agreed to. * '*A Bill for the better regulation of the Fire Department of the city of Charles ton," was read a secon 1 time and returned to the House. t The Committee on Incorporations reported : ' 4 A Bill to incorporate ihe Savannah and Charleston Steam Packet Company," which was read the first time. Tann, from his recognizance, recommending a concurrence therein; which was agreed to. The special committee on Printing made a report on the petition of S. The debate in the Senate, on Saturday, in volving almost the only political question brought before this Legislature, we have taken the pains (o Ropbrt tl^e Speeches of General Hamilton and Mr. Poinsett; to which we ask the special attentiou of 6uch as take an interest in the important matters to which they relate. The following report was taken up for consideration. The Committee of Federal Relations to whom was referred so much of the. Governor's Message a* relates to the relations of this country with Mexi co and Texas, and to w4u>m likewise was referred the Report of the Ifeuse of Representatives on the same subject, sent to the Senate for concur rence, beg leave to REPORT : That they have approached the discussion of the subject comprehended in" these two papers, with a prolOund sense of its momeutous importance, and of the highly delicate an4.mieresung considerations necessarily involved, in the issue of the -pending struggle between Mexico and Texas. Your committee are quite w illing, and they be lieve the Senate would desire to record their entire concurrence in the wishes so emphatically expressed by the (Governor for the preservation of the neu trality of our Government in the subsisting contest between these two powers. His Excellency's < iews embrace principles as clearly in conformity with the maxims of international law, as they are with the les oris of souud policy and justice. Our (Government should certainlv maintain all those re lations towards Mexico which arc at once sanctified by the iaith of existing Treaties and the usages of civilized nations in amity, with each other. Nor does your committee believe that there is the slight est reason to apprehend that the independence of Texas w ill be recognized by oor Government, un til she has vindicated Iier claim to such recognition, by a victorious possession of the country, and by establishing a Government de facto clothed with all the attributes ol sovereignty and independence. When this event shall occur, this question, as well as that of her voluntary admission in o this L'nion, may be safely confided to the only constitutional tri bunal to whieh it propeny belongs, the Congressof the l:nitcd States ; and in the deliberations necessa rily involved in this subject beibre that body, your Committee have no reason to believe that the dele gation from South Carolina will not discharge, in a manner eminently satisfactory to their constituents, their duty to i heir country, and that portion of this Confederacy having the deepest and most abiding interests in the question. ? Here your Committee would willingly leave this subject under a painful reluctance they cherish to take any course which might seem to indicate a dif fere nee of-opinion between our late Executive and this body, who haajost retired from the djacharre of the duties of anoffidr which have served only t? , confirm iris high and irrevocable claims to the grati tude and confidence of his country. , But the dis cussion has been forced on your committee by th* ' Report of the House of Representative* transmitted > for our concurrence, which seems to afford an une quivocal sanction to the sentiments which our lats Governor seems to entertain of the respective eisima of the contending pariitt to our sympathy and re , gard. ? ? In expressing this dissent from the opinions of oar late Executive, we are prepared to do justice to th#> i exalted motives of patriotism which have influenced views which we may deem to be erroneous, i Your committee are constrained to say that on thir topic, they differ with him on the declaration that both. Mexico and Texas are equally entitled to our sym pathy, which is precisely tantamount to the propo sition that neither can invoke any such feeling; for it will be scarcely pretended that Mexico in her ca reer of violated faith and stupendous atrocity, can put in any such a claim. Upon a simple statement of facts, it remains 10 be seen whether Texas has a just pretension to challenge any interest on our part in her present struggle. . . ~ ^?4 ? ? . The cause of Texas is identical wftfr the cans which severed the Colonics of North America from the parent Country. " . It is a radical mistake to suppose that the Revolu tion in Texas was commenced by a band of mere adventurers unsustained by a resident population in possession by a legal title of chartered rights and a portion of the property of the Country. The truth is, that at an early period after the acquisition of Louisiana when Spain exercised scarcely any juris diction, civil or military over this vast Territory, the h-irdy emigrants ofour We -tern Frontier pushed theirr enterprise into thesesolitudes and commenced settle ments which havesince become the moet flourishing portions of the Countrv. These iiifant settlements gradually increased and became prosperous, and in. the struggle between Spain and her Provinces, Texas rendered the most essential services to the common cause of liberty and ijrik Immediately after the termi^j|tppf the struggle by which Spain lost her Colonics <du our Continent, the actual settlers in Texas o&afflM' guarantees and charters for the encouragemqpt of emigration and settlement, which allured Bflf enterprising portion of the people of the United Statist within ner limita, under the faith of the most solemn compact*. These wei*e yiolaled without a, colour of justice,, under a despotic jealousy of the growing importance of Texas, and in .he most flagrant manner, and it was not until the Confederacy of the Provinces was fla gitiously overthrown by the substitution of a con solidated central despotism, that Texas- insisted, and even her resistance was not commenced until she had exhausted every resource of supplication and remonstrance. Her resistance rested liketha^ofth" former Colonies which now form these independ ent States, on a violation of chartered rightsi??w? 8titutional guarantees.
