Foreign. CHAHUtSTOK, MAY 2. Latest from England. By the ship Pocahontas , Capt. llowlaud, arrived here yesterday, we received the London Morning Chronicle of the 10th, and the Lie ervool Courier of the 15th uf March. "Webave also been favored with the loan of Lloyd's Lists to the 1 1 lb March ; which may be exmined at the office. The disturbance in Ireland 6till continued; ? and France was by no means in a 6tate of tranquillity. Nothing so late from Spaiu as we Lave received direct from that coun try His Majesty George the 4lh, was about to repair to Cheltenham, for the benefit of the waters. The Liverpool Courier thinks that the new trench Ministry do .not possess sufficient weight for the pre sent critical state of affairs. The discarded Ministers, thouglyjot with out their faults, appear ll|jkve had, at least, a glimmering oPme right path to be pursued in the domestic politics ;of that country.^It 'had moderation, and we f^ar lest the weaker hands, into which power has been given, will not be equally pru dent.? An ultra-royalist would he as fatal as an anti-royalist one. , The' great object should be to raise gen uine freedom gradually into : exist ence from the ruins, of the revolution. Liverpool, March ?9.? The contested election, which we noticed " in our la$t respects, Ii&ving *ceiitinu- . ed ever since, and having supesced ed almost all business, we 4i*ve'6toly r to remark that our market is as dull as.it rfossibly can be, for no sales scarcely *aie making, and It is diffi cult therefore to quote prices with accuracy, Tfafe buyers seem to look for lower rates, Svhile the holders generally are not disposed to give way. Our opinion, however, is, that therewiU be some temporary ? decline, as the Manchester trade is miserably bad just now. We do not Alter our quotations yet, as Up lands may stilt be said to be at 11 1-ft to IS i-Sd ; Sea- Islands, 19d. to S*. Id. ? stained, it to 17d 5 and Rice, SO a Sis. per cwt" " March 18." ? The ship Herald arrived here bu the 10th inst. We shall sell your Cotton by her without any loss of time, as we cani^t per ceive that there is any benefit likelv to result fronpi holding; but we are sorry to say there is no prospect of our! obtaining a saving price/ Yesterday ; there was *49 bags of fair togiMHl Sea- Islands sold by Auction, at SO i-S to 83d. average about SSd, Up lands are exceedingly dull at ild to ifid, chiefly at 11 4-Sd. Both spin, nera and -manufacturers complain more of bad trade, than at almost any former period* Indeed thef are almost entirely without demand, for either yarn or goods. This was u^t the case last year, for whilst goods were dull, yarns continued in brisk .demand." \<( A very spirited demand for Cot- \ td^is arose yesterday, upon the hold- > era consenting to reduce their prices ; and about 8000 bags of Uplands found purchasers; at 11 1-2 a l?d, mostly at the lower priee, at whtqh the Messrs. ? -?sold the whole of the Bingham fs cargo, and Are pur suing the sales lo-dt^y of their late j heavy imports." " March 19. ? Yesterday, aft *' public sale, SOd to St Sl-4d were obtained for 8ea- Islands; and 150 obis, of good Carolina Hice sold for per cwt.*> CHARLESTON, APRIL *9. from Buema Jtyrea? By Capt. W hitk, of (be brig Ocean, arrived yesterday, we learn that an action took place about tbe 1st February* between the Hue no* Ayrean army, commanded by JIonukau, the ]}i. rector, and tbe Mountaineer*, who were acting in concert with Gen. A?tu?a8, in which the Buenos- Ay ro ans weredefeated. Konpkai; escaped i into the city with only 100 men, and on the 3d Feb. resigned the Director ship ? Don O'Gaka was appointed in his place ; and siuce this ap|H>int* meut hostilities had ceased between them ; the Mountaineers being in favor of his appointment to that of fice. ? Autigas himself was about 70 miles from Buenos A) res. The victorious army were ii miles back of the city, with a strong force. MAY 2. Defeat of the Spanish Royalists. We have a report, via St. Thomas, that the Spanish Royalist Army, under Gen. Morales, amounting to 5000 men, has been completely de feated by General Paez, near Cala boza. It is asserted that not a sin gle man of the Royalist army es caped ? all were killed, wounded, or taken prisoners. The report wants confirmation. Domestic. LANCASTER, (PEN.) APRIL S5. * Ad extensive bed of Gypsum, or Plaster of Paris, ' has been discover ed on the West Branch of the Hus quehannah, near Peunsborough. We hrive been favored with ?n- ad vertisement, stating the results of j different trials of its quality, compa red with, the Lake Plaster, and trom the diameters of the gentlemen wfeo have tried it, we are induced to be lieve their statement ? that ft answers quite as well on corn, clover, or j small grain as the Gypsum of Gene see. V-Vv ? lit . .. The Plaster is offered fiPaale at die quarry for five dollars ?per ton. ? To the interior of Pennsylvania, particularly to the people residing on the Susqefranna, and its branches, this discovery is of more value than mines of silver or gold. ? After a la borious sitting of more than nine hours, the bill Was last night order ed to be engrossed fhd read a third lime, by a decided vote, and is of , course at that stage which precludes ' further amendment, in the Hi which it origniftted. \ . . v j ' ? M&L, Th^great Election, tvhich' decide whether Dan'l D. Tomkins fthe Vice President) or Dewitt Clinton (at present 'Governor) shall fill the Magisterial chair of the State of Nfew York, for the next term, Lkiok place last week. The contest pias been animated and keen. ffAs far as the returns are received it ap pears probable that the former lias succeeded. He obtained a majority^ in the city of New-York of 604 votes ; in Rockland county, of 629; in Westclieater and Richmond boun ties, of more thjgi'100 votes in each. It is reported, that, in Suffolk county he received a majority of [|?WeV0lSl five the whole result ? when we receive it. rJt*his Election acquires a general interest, when it is considered that, otf the election of |klr? Tompkins, and his acceptance of the office of Governor, the oflk* of Vita Presi dent of the United States becomes vacant In that event, the President pro tem. of . the Senate (now Mr. &alliart>, of South Carolina) ex ercises, until the next ; Election in course, the function* of Vice Pre sident of the United States, | If it! so happens, this will be the second time that this honor has devolved on the same individual. The Ship Atlantic, arrived at New-York on Saturday, in 48 days from Liverpool, brings I^rodon pa pers to tlie fbih of March, two da>s later tflari we have Jfof te T following paragraph, fmm the Cora-' me rein I Advertiser, is tbe iuo?>t iui- 1 |h)|*(h lit addition which this arrival affords to our former stock of infor mation : " TIk? situation of Ireland has become alarming, and the govern ment have at last found that it is no time for temporizing, or for half w ad measures. The Dublin Evening o post of March 7? s.iys that not only horses, foot, hut cannon have h^eu dispatched to the west. Five thousand additional troops were to be sent to (ialway on the 7th, ttib bondisin had begun to rear iis head iu the county of Westmeath." Those who are interested will see that the bill, so important to them, f?ir changiug the mode of collecting Duties on imports, lias been rejected in the House of Representatives; by a decisive majority. , WILMINGTON, (n' C.) An ad vertisement appeared in the papers of this city, a few w eeks since, vviiii a request that it inigltf be copied into the. other papers throughout the state, signed bv I\ Baldwin, President, and J. W ithin a few days, certain One ?nd Two Dollar Biils, hearing the . above signatures, have made their appearance ; and doubts having arisen as ie the existence of any suoh association, we yesterday set about an investigation or the cir cumstances. Frdtn several gentle* men of respectability, from ~Bean fort, we ascertained that the persqns named were unknown in that place, ind that no .such institution existed there* Pursuing our enquiries still farther, we became satisfied that the wbole-,businfess was (lie contrivance * of come two or three irresponsible individual^ with a view of benefit* ing themselves, at the expense of the citizens of this state; and we hasteu to state these particulars,, in order t# put the community upon their guard against imposition. W e learn further, that only about Three Hundred Dollars in these spurious bilk bad been delivered from the press, but that large emission of ' thepi was struck off, and but for this timely detection would liave been put into circulation.
