Uy the kiud and polite attention of c aptaiu Stenbaur, of the ship Brandt, arrived on Tuesday after noon, we are put in possesion of Paris and Bordeaux papers to the 14th March, containing London dates to the 8th, and Madrid to the 9th in clusive. - i The Revolution which has been so speedily and trauquilly effected in : Spain, argues very much in favor of enlarged views, religious, -moral and political, in that nation. ? We find by a Madrid article of the 3d March, that the new Council, who advised and supported the King in this mea sure of wisdom and moderation, con sisted of the following distinguished characters via 4 His Royal Highness lnfanto Don Carlos ; the Duke de Infantado-? the Duke of San Fer nando ? It has pleased the King our sov ereign to address to all the Secreta ries of State, the Koyal Decree which follows : To avoid the delay which might arise from the doubts ?utertaiued by the Council in execution, of my De cree of yesterday for the immediate convocation of the Cortes, and being the general will of the people, 1 have decided to swear to the constitution proclaimed by the general and ex traordinary Cortes in the year 1812. The United States frigate Coiu stellation , flag ship of the squadron which left the Chesapeak in Novem ber last, under the command of Com. Morris, for South America, came in from sea Saturday about S o'clock aud anchored in Hampton lloads the same evening. The Constellation took her departure for the United States at Monte Video, on the 26th of February, with- the rest of the squadron, consisting of the frigate John Mams, Captain Wadsworth, and schooner Nonsuch, Captain Turner ? toucheJ at Martinique on the 6th inst. and sailed thence for St. Thomas, where she left the John Adams on the 12th (the Nonsuch not having arrived) and sailed for the Unites Mates, Of.
