It is not unnlikely that the proposed national measure will pass at the present session of congress as President Wilson and ?.li the leaders la concress realize fully the great demand for such legislation. The' South Carolina adaptation of the German system is certain to he the J foundation upon "which the national system will be construed. Hoke Smith of Georgia and a few others nre disposed to try to build up a national system tacked on to the present Federal Bureau of Markets but owning to continuing cost and impracticability this effort is meeting with no encouragement and is opposed by all save office holders interested. The Bureau is in receipt of several letters calling attention to the faet that one or two offers or wants had not appeared in the issue in which they were expected.
