Secreat, in last week's News, I 1 was struck with the idea that he felt as I had felt, to wit: that 1 there were surveyors enough in Laucaster county to measure and stake the public roads. I own to a certaiu amount of chagrin in my case when 1 consid ered that, being a surveyor of forty years standing, I was ' slighted, together with the other surveyors oflhe county, in not being employed on the roads. I went to see our county super- * visor about the matter ; and he, ^ with his habitual courtesy, ex- ^ plained to my satisfaction why we had been overstepped- When he showed me, that the law required the county commissioners to pmnlnv on ? -?J ' uu OAJJOIICUI/CU "road-engineer", I saw at once . that they would have to go be- J yond the county to obtain that i class of expert. \ Mr. Secrest and I are on most ' k friendly terms; and I know he t would not willingly injure any of our officers by mouth or pen, ^ while he will appreciate my endeavor to show him where he misapprehends the law. He is law-abiding and wants to see ' others so. 1 This .aw requires the service 1 of a '-competent road engineer." ( There are several surveyors in 1 the county, but noue of them * would be called a "competent ' road-engineer." It is perhaps I true that, with proper and ex- : pensive instruments, some one of our county surveyors might in course of time learn to run a level and lay off roads on cer- ( taiu grades, but the commission- 1 ers are required to employ one already "competent", thus leaving us poor land surveyors out in the cold. Mr. Seerest seems hurt by the 1 apparent slight on our conntv : surveyors, and I felt the same . way until Mr. Perry showed me j the law on the subject; then I had to tip my hat and retire to i the backwoods, whore lands are ?* to be surveyed. ! * Now a word as to that law. Our representatives did exactly what the people have for several years demanded should be done If the law is not exactly perfect, there need be no especial "kick", lor we all lack a great deal of perfection ; and no law of this kind was ever perfect on its first enactmeut. There must, as a matter of course, be amend ments to suit circumstances as they arise, aud after seeing theory and practice compared, our legislators will be able to improve tho law. If Mr. Secrest will procure a copy of this road law, lie will see that the supervisor and commissioners have no discretion in the matter, but are compelled by statute to pursue a certain course, and they are pursuing that course now. I am sorry I missed a job on the roads as a surveyor; I reckon Mr. Secrest and our other surveyors thought they ought to get jobs; and I guess they all felt, like I did, hut llie atatule precluded the einjHoymeut of auy one in Lancaster county, because there was THE LAf \*mm11" mvmw not a "competent road-eugineer" in the county. The grades and courses have to be mapped, and in many olaceR fclltt nlfi pnoil.hudo I r "" " MVMO ,,w be abandoned in order to obtain more practicable grades on a new route. The eugineer must I [ilso furnish plans and specifications for all bridges in the county, which is not in the line of landjurveving. A land-surveyor is a necessary ind important personage, but ihere are things beyond his capacity and achievement, and we ill fall short of the acquirements which might entitle us to call ourselves "competent road-envineers." There are other things ^ equired of this engineer, but I trope 1 have said enough to satisfy my friend, Secreat, that Lancaster surveyors were not m;entionally slighted. Very truly yourB, Sam. F.
