40T UUR ROADS. How the Public Highways may be Improved?Operations of the New Road Law ?Suggestions as to Practical Application of the Funds. Mr. Editor : We don't want the sentiment f?r imr\A i-no.in ?~ pvvu 1 V/UU3 IV/ die. We can't fold our arms and pay taxes and expect good roads any time soou. We must still work to interest our people in making good roads. When we once get our people interested in good roads and get them to see the advantages of the same, then they will either work or pay to have good roads. The pubhc road by my home was formerly laid off in a three mile road section with about twenty road hauds. If they had worked yearly 4 to 8 days according to law this work would have jen equal to twenty to forty dollats per mile of public road; and it would have averaged but little less for the whole couuty. But as it was, only a few ^ people here and there worked the roads, while now every man must pay his money. The money must come. This money ought to give 30 to 40 dollars a mile for all our roads. It is obliged to make ashow some where The mntiow In -J - uv mvuv^ iv UC U'UrtHICU from this new road law (individual tax and levy) will just about give every road ml he coun tv a good old-fashioned working, if every section of the county is worked the first year, and about one half as much work each year thereafter will keep the roads all in medium fix, if expended that way; or again, this money would grade aud macadamize and put in first class condition about five to ten miles of road each year, if sperl that way. But it will not likely all be Bpent for either way above named, but wiH be put out partly in both of these ways, with some other expenses. Our board will, we presume, work quite a few bad hi.ls aud may try a mile or two of macaam road the first year. But we don't believe in macadamizing any section ot a road that is not straightened and graded exactly as it may stand for the next fifty years. Just how to work each road a little enough to at least keep the aide ditches open and to keep all roads passable, and at the same time do the most substantial aud permanent work possiblo with so small an amount of money, is a puzzle to any one. We can't expect too much the first year. We hope this new road law will give us a start in road building which will lead on to good roads. We must work our roads willingly or we must pay ourselves (or some one else) to work them . It seems tome that property tax anouui an be put to permanent road work. There are many places our roads can bo straightened to advantage, and there are many steep grades that can be gone round to advantage, besides the regular work of grading the old road bed. The citizens of each section can greatly aid our engineer and supervisor by planning needed < changes and by giving small THE ' "! r?T rights of way to better our roads, I hope pure selfishness will nol keep any road from being put al the very best place possible foi the traveling public. Mecklenburg county, Nortl Carolina, lias been striving tc get good roads for ab^ut 1? years and n >w h ?s about one third or more of her public roadi put in good fix. In about 40 t( 50 years time?twenty to thirty imn o it * jco o iiuiii iiuw~~ tutjy ill it y 11 <iv t all their roads made good, if the) continue to keep up the roar spirit and work. With ten miles ot our road' made good each year we migli have good roads in 50 to 11 years. But we hope the im provement in our roads will b< much faster than th.it?we hopi so. If we will do our level bos I believe we will soon get out side aid. The most of the states north o us are getting state aid to buih better roads. The states of Vir giuia, Maryland, Pennaylvanij and New York are all helnini - ft. * to build better roads. The stau of New York 19 now spending the enormous sum of fifty mil lions of dollars to improve lie roads. It's time we were doing 1 little. Let U9 do what we cai willingly and then ask and in sist on the 6tate and even tin national government helping 119 There is now a Good Roadi spirit throughout our whol country. People are becomin) interested in the ro?ds. Tin Good Roads spirit is sure to b felt sooner or later?it is cominf this way. Other sections are a work already, and we must hav< better roads too. I hope the good roads move Ilient will Strifce our pnuntv snni like it did old Mecklenburg Co. N. C., some years ago, and tha the next generation will be bori to travel good roads. Good roads will benefit ever class of our people?will buil< up our towns and wonderfull) improve our whole country, wil shorten the time of travel, anc lighten the burden of the poo old mule.
