Washington special in Hie News and Courier : In a sixty minute speech here to-night before an audience of , about 1,500 people, which had gathered to hear him speak on prohibition in the District of Columbia, Senator Tillman strongly advocated the abolishment of 700 or more caloonR now licensed here and the substitution of a dispensary system similar to that in operation in many of tho counties in South Carolina at this time. A large part of Senator Till man's speech was taken up in reviewing the situation in South Carolina lrom 1893, the time when the S'afe*4 dispensary law went into effect, until last year when by legislative enactment it wont out of oxisteuce. lie said that at tlie election lu Id at the beginning of bis sec or d term as Governor of South Carolina 35,000 people voted for prohibition and that at )eat,t 25,000 or 30,000 did not vote on the o iestion at all, and thai as ho J ? d'd not consider that a /air show o strength on the question he hud the Legislature pass the dispensary 1 w. C. No successor to Mr. H. M. Victor a? cashier of the First National was chosen, this matter being postponed to a later meeting of t he board of directors. The merger of the Charlotte Trust Company and the Charlotte National Bank resulted Irom the meeting of the stockholders of these institutions, precisely as was predicted and stated with a good degree of aplomb in The Observer several month# ago. The combination gives the Charlotte Naiional Bank, this name being retained, a capital stock of $250,000, a surplus fund ol $65,000, and total iesources of at least $1,560,000, thus making it rank with the leading b inks in the entire State, and measure with the s'rongent institutions in Charlotte The president of the consolidated banks will be Mr. B. D. Heath, who has served for many vears in this capacity at the Charlotte National. Mr. John M. Scott will be vice president, Mr. J. II. Little vice president, acting. and Mr. W. H. Twittv cashier. Jackson's Birthplace?Salley Settles It. Columbia State. According to Secretary Sailey of the historical commission in his annual report the birthplace of Andrew Jackson has been de finitely !o ated and is within the Sta e of South Carolina. Columbia State: In accordance with resolutions introduced by Mr. Wade of Aiken county and adopted by the house of representatives yesterday, a large number of the farmer members of the legislature and others interested in agriculture met in tiie speaker's rootn last uight to dis cuss the agricultural contract situation as affected by Jud^e Brawler's decision and to devise proper legislation thereon. On motion, Mr. R. J. Wade was made chairman and W. H. Yeldell secretary. Great interest was manifested and interesting speeclias were made by Messrs. Alan Johnstone, John R. Harrison, Ur. Wyche., B. B. Sellers, J. L. Wiggins, T. P. Cothran and others.
