He says the issue of $50,000,000 in Panama; homis is ''all right," hut the' issue of $ 100,000.000 in certificates of indebtedness is "all wrong." As to the latter issue the [Senator sta'es his objections as follows : It is an extension of the pub i ic debt in times of peace.
