The Texas Plan?Farmers' Union Dealing Directly with Foreign Financiers. The News and Courier: The Farmers' Union Cotton Company, of Texas, has perfected an arrangement with English and Gorman cotton firms to move the TeXas cotton crop. The agreement is that financiers in LiverJ U -L..11 ~ -1 handling the crop. The Texas experiment will le watched with a great deal of interest. Cotton is worth more than it is quoted at today. Il ought to command 15 cents the pound this year. It represents actual value, not a speculative security. Some of the Wall Street people, notabiy the Wall Street Journal, have been urging the planters to sell thoir cotton at the prevailing market price for the relief of the specu lative interests, but theJTexms. if the report be true, have been able to make an arrangement yviiiiii vviii in ? There are now from 200,000 to 250,000 bales of cotton stored iu warehouses in Texas. It has been carried so far by the banks of that State, but the Roosevelt panic has compelled the making of some other arrangement, and the^Farmers' Union has succeed ed, as we are informed, in interesting English and German capitalists in the business. Growers will deal directly hereafter with the foreign consumers instead of allowing middlemen to handle the staple. If the Texas plan shall turn out well, the long staple cotton will be shipped to Liverpool and the short staple to Bremen, and upon the cotton the German and English financiers will advance money to the am^int of $30 the bale, which will enable the far mers to close their accounts with the banks in Texas and will initiate an entirely new method ol ?
