Mr. President: China has always maintained the m'ost friendly relations with the United States since the establi.hment of in tercourses between the two countries. By taking the initiative in proposing the remission of a portion of the in demnity as provided by treaty your excellency has won the respect of imankind for magnanimity and just dealing. Furthermore, the Congress has given signal proof of friedliness by giving effect to your excellency's recommendations.
