Democrats criticize Bush in presidential debate BY RON FOURNIER THE ASSOCIATED PRESS BALTIMORE — Sen. Joe Lieberman accused Howard Dean in a campaign debate Tuesday night of turning his back on Israel, and the Democratic presi dential front-runner shot back that he and former President Bill Clinton held the same view on the issue. Two days before the second an niversary of the Sept. 11 attacks, Democrats criticized President Bush’s handling of the war on ter ror at the same time they began to sketch out their differences on foreign policy. Dean, the former governor of Vermont, has been the phe nomenon of the nominating cam paign to date, drawing huge crowds, displacing Kerry atop the polls in New Hampshire and rais ing more money than his rivals. That has his foes looking for ways to slow his momentum. The debate was held on a stage at Morgan State University, a his torically black college in Baltimore, and hosted by the Congressional Black Caucus. Not all the issues were weighty. One questioner asked the nine would-be presidents to name their favorite song. “Changes in Attitude, Changes in Latitude,” a tune by Jimmy Buffett, said Graham. Several of the contenders crit icized Bush over domestic issues. ......-.. The Democrats were at pains to stress their support for civil rights and other concerns - al though A1 Sharpton said black voters shouldn’t allow themselves to be taken for granted. But international affairs dom inated the debate. Alone among the nine, Kucinich said he would vote against Bush’s call for $87 billion more for postwar Iraq. With the second anniversary of Sept. 11 looming, several of the Democrats criticized Bush’s stew ardship of the war on terror. Kerry charged the president with an “act of negligence of re markable proportions” for failing to have a postwar plan in Iraq, and Lieberman said the Bush admin istration has “no exit strategy.” Sharpton was as unstinting as anyone in his criticism. He said Osama bin Laden has escaped capture for two years after the at tacks by al-Qaida. “This guy has out more videos than a rock star, but George Bush’s intelligence agencies can’t find him,” he said. Dean said he wouldn’t with draw any of the American troops now in Iraq. But, he said it was a mistake to go to war in Iraq, and Bush should have focused his en ergies on building democracy in the Middle East instead. The debate was interrupted several times by protesters in the hall. “This is crazy,” said Sharpton, a man who first rose to prominence as a civil rights street activist. Dean’s surge has hurt Kerry, the Massachusetts senator who cast himself as the early front runner and must now persuade party leaders he still deserves their support - or that Dean doesn’t. In recent days, Kerry said Dean has “zero experience" in for eign affairs, criticized his state ments on the Middle East conflict, tied him to the National Rifle Association and faulted him for seeking to raise taxes on the mid dle class. Rick Perry on Tuesday called a third special session of the Legislature to redraw Texas’ congressional districts after the Democrats thwarted two previ ous attempts by fleeing the state. Perry said the session would begin on Monday. During two previous GOP ef forts to redraw Texas’ congres sional map, Democratic lawmak ers slipped across the state line, beyond the reach of the law in the Lone Star State, depriving the Republicans of the quorum need ed to conduct business. The governor’s announcement came after 10 Senate Democrats who have been in New Mexico boycotting the Legislature re lented and announced that they would return to Texas and take part in a third special session. Democrats have a 17-15 major ity in the current Texas congres sional delegation in Washington. The GOP is pushing plans that would give Republicans as many as 21 seats. Eleven Democrats in all slipped across state lines July 28 and stayed away for about six weeks to block a vote on redis tricting. One of the 11, Sen. John Whitmire of Houston, defected last week and said he would at tend another special session if the governor called one. That left the 10 remaining Democrats without the numbers to block a quorum. Twenty-one of the Senate’s 31 members must be present for business to be con ducted. “If, indeed, Senator Whitmire makes a quorum, we must return to the Senate to defend rural and minority Texans as best we can,” the Democratic senators said in a statement. “Despite his (Whitmire’s) rhetoric, his move amounts to trading away the elec toral voices of the millions of ru ral and minority Texans we are in Albuquerque to defend.” Through a spokeswoman, Whitmire disregarded comments by his colleagues, saying they are his friends and “are under a lot of stress.” The Democrats who remained out of state said tentative plans . call for them to leave Albuquerque Wednesday and head to Laredo to attend a court hearing Thursday. Their federal lawsuit alleges Republican lead ers have trampled minority rights in violation of the Voting Rights Act and the Democrats’ rights to political free speech. After the court hearing, the Democrat^ will return to their home districts and wait to see if there is a quorum in the Senate, said Sen. During the regular session, the bill failed when more than 50 Democratic House members fled to Oklahoma. Republican Lt. Gov. David Dewhurst, who presides over the Senate, has said he expects the up coming session to last about two to three weeks.
