Other USC cam puses also received tuition in creases to help meet USC’s $670.6 million budget for its eight cam puses. It now costs $4,784 for in state and $6,432 for out-of-state undergraduates to attend USC Columbia. The tuition increase is expect ed to generate an additional $12.6 million, roughly 15.4 percent of the $82 million in tuition expect ed this year. Tuition usually ac counts for about 41 percent of the university’s budget. One concern that comes with tuition increases is the availabil ity of scholarships and financial aid for students. The state Legislature increased funds for state-supported scholarships with the enactment of the S.C. Education Lottery Act in 2001. In state students with high academ ic performance can now receive as much as $6,700, plus book al lowances, in scholarship money from the state. The Legislature expanded the number of students eligible for the Life Scholarship by requiring students to meet only two out of the three criteria: at least a 3.0 grade-point average and 1100 SAT score, and graduation in the top 30 percent of their high school class. USC had 800 Life recipients in 2000 and now has 1,800. “These state-lottery scholar ship programs absolutely en courage students to stay in South Carolina,” said Dennis Pruitt, vice president of student and alumni services. “It’s hard for a family who has a $40,000 income to turn their back on $20,000 over four years—that’s what the Life Scholarship is.” USC has 385 students who have received the state Hope Scholarship, which is a smaller amount granted for one year to students with lower SAT scores. The total number of USC state scholarship recipients jumped from about 1,400 to more than 2,300 in the last year, despite re ports that show large percentages of students don’t retain Life Scholarships in their second year. Ed Miller, director of scholar ships and financial aid, said ap propriating more money to aca demically talented students is a good thing for the university, but not for students with average grades and SAT scores. Miller thinks many of these students are “very capable” of performing well in college and sometimes lack the proper financial aid. State institutions are also look ing to increase tuition and pri vate development to keep up with elite private schools, which thrive on their private invest ments instead of relying on un stable state appropriations. Pruitt said he hopes the state re alizes that the poorest of students can receive a state-subsidized higher education as they did through public education before college. Clemson University and the College of Charleston raised tu ition this semester as well. The number of people borrowing money for college tuition is in creasing nationally, Pruitt said.
