Fire board member charged with arson Awoctatod Press SPARTANBURG ? A member of the Arkwright Fire Department's governing board is the latest department official to be charged with setting fires. Fire Commissioner Lorenzo Black turned himself in to Spartanburg County sheriffs deputies Monday, the State Law Enforcement Division said Black, 50, is charged with thirddegree arsoil and criminal conspiracy. SLED spokesman Hugh Munn said Black allegedly conspired with former Chief Jerry Waltrip to burn down a vacant house on Simms Chapel Road. A nearby church was damaged in the 1993 blaze. Waltrip was among five firefighters, including two former chiefs, arrested last week in connection with several fires. Munn said the fires in vacant buildings apparently were set for the fun of it and there was no indication of arson for hire.
