(AP) ? South Carolina's House took a symbolic vote Wednesday supporting the flying of the Confederate battle flag atop the ? Statehouse dome. Flag supporters made an attempt > to send the state Supreme Court a - message by trying to amend a surplus spending bill. They wanted to require t the flag be put back up on the Statehouse if it was taken down during upcoming renovations. 5 An attempt to kill the amendment failed on a 65-47 vote, marking the > first time in more than a decade that the House took a recorded vote deal1 ing with the Confederate flag. But just as victory seemed assured, flag supporters backed down, saying they did not want to prolong the House's debate on the spending bill. The House then rejected the amend' ment in a voice vote. A lawsuit filed by several state business leaders and Columbia Mayor Bob Coble pending in the state Supreme Court asks that the flag be taken down. The lawsuit claims the flag flies without proper legal authority. "We don't need to let the Supreme Court settle our controversies. We need to have the guts and the determination to settle this," said Rep. Rick Quinn, R-Irmo, one of the amendment's authors. The Confederate battle flag has flown atop the Statehouse since 1962, when the Legislature asked that it be raised as part of a commemoration of the 100th anniversary of the Civil War. But opponents argue it has racist overtones that remind people of slavery and demagogic opposition to civil rights. The House rejected a move to pull the flag down in 1983, the last time it took a recorded vote on the topic. A proposal that would have lowered the flag from the capitol dome and raised similar flags on the Statehouse grounds passed the Senate last year but died in the House on the last day of the session. tests.
