COUNCIL, conti] i ???* ' County Administrator's office. The commission has prepared a ; draft of the organizational structure ; and principles of the consolidated government. The draft sets up four service districts: a general service district for Richland County residents; an urban service district with full-time fire and police protection; a rural service district with less frequent police patrol and solid waste collection; and a consolidated political subdivision service district in Lexington County that includes the cities of Columbia and Irmo. The draft states the consolidated entity will have a manager and a council much like the present system. Council members will be elected from single-member districts and a mayor will be elected at large. Council members will receive $10,000 a year and can serve a maximum of two consecutive four-year terms. The sheriff will retain his powers under the charter, and a Department of Law Enforcement will be created by the governing body of the consolidated political subdivision. The commission will give the completed charter to the County Council toward the end of 1994, and the Council will most likely place it on the ballot in the November general elections.
