Palestinians reject repatriation plan JERUSALEM ? Palestinians expelled to a Lebanese no man's land by Israel voted Tuesday to reject a compromise offered by Prime Minister Yitzhak Rabin to allow the return of 100 of the deportees. The rejection dampens prospects lor a U.5. diplomatic initiative to restart the Middle East peace talks. Israeli officials claim the 399 Palestinians are activists of the Hamas fundamentalist movement and have deliberately sought to prolong the standoff for propaganda purposes. Officials from the Palestine Liberation Organization said they would press for U.N. sanctions against Israel and continue to boycott the peace talks until all the deported Palestinians are repatriated. When the Clinton administration let it be known that its budget cutters might take a nick out of Social Security, the predictable cries of protest arose on Capitol Hill. But they were hardly deafening. Shortly after the administration let slip that it was considering limiting cost-of-living increases for the roughly 41 million Social Security recipients, Sen. Daniel Patrick Moynihan, chairman of the Senate Finance Committee, said such a proposal would not get past his panel alive. The next scheduled increase, to take effect in January 1994, is estimated at 3.2 percent.
