In a 17-5 vote, with nine abstainers, the RHA, the governing body of 19 residence halls on campus, agreed to spend $9,000 of an $11,000 supplemental fund. RHA trying to bring NACURH here With this money members would attend the 1992 National Association of College and University Residence Halls conference, so a bid could be made to host the 1993 conference at use. The $9,000 used from the supplemental fund, known as the support fund, along with other funds from the RHA budget and fund raisers, will send 15 to 20 delegates to the 1992 NACURH conference in Great Falls, N.D., in May. ' The remaining $2,000 left in the support fund will be used for the RHA Banquet next semester. The $9,000 and additional funding will cover travel expenses and accommodations for four days in North Dakota. The funds will also be used for year-round preparation needed to convince NACURH that USC should host the con ference, said Corey Swindler, an RHA chairperson who sponsored the proposal. Some senators don't support NACURH But some RHA senators feel the money could be used more wisely to help benefit the student residents on campus. "It's stupid to blow all that money on one conference," said Seth Cioffi, a senator at Douglas. Fund usually used for equipment The support fund is normally used for purchasing equipment for individual residence halls, such as televisions, microwaves, vacuum cleaners, repairing equipment and special programming. In the past three semesters, $8337 was directly used to help buy and repair residence hall equipment from the support fund. At Douglas, because their original microwave was stolen over the summer, Cioffi said they were counting on the support fund to help aid them in buying a new microwave. "Now the money (to buy a new microwave) will come out of our own pockets," he said. Halls feeling lack of money Other halls are in the same situation as Douglas. Bates House, which has a broken "microwave and vacuum cleaner, now has to search for other ways to fund their repairs. At Burney, extra funding will be needed to fix a broken ice machine. Senators rushed into decision Cioffi also contends the support fund vote was done too quickly, and the discussion over the matter did not inform the senators well enough so they could cast an educated vote. "It's a big lump of money to have only one vote on and a 20 minute discussion. It seems Corey Swindler tried to swindle us (out of the support fund)," he said. "It seems like the meetings are just for voting. There is just not enough discussion or either it is limited," he said. Jennifer Fuller, a senator at Burney who abstained her hall's vote, said, "If I would of known more about the support fund and NACURH, I could have made a better decision." Joelle Lastica, president of RHA, said the senators had a discussion of the support fund at the RHA meeting, and the senators knew if any question needed to come forward, they had a full week to come to speak with their Resident Hall Director, the RHA or Corey Swindler. "When they voted, they knew what they voted for," she said. "If they voted on it, they should have known what the support fund was used for." A large number of abstainers Cioffi also brought up the point that the support fund vote had a large number of abstainers. "With nine abstentions, you shouldn't pass anything, not even with majority of the vote." Lastica said she would have no qualms if a senator wishes to make a motion on a re-vote at the next meeting. Conferences help RHA Conferences play an important part in the RHA every year. In the course of a school year, the RHA attends about five different conferences. This past weekend, the RHA attended the 1991 SAACURH conference in Charlotte. Don Kenny, the RHA advisor, said the conferences help in educating in leadership skills and help RHA senators become better leaders. "It's a lot of fun, but it's a lot of hard work," he said. "Conferences are a learning experience, and they help every year because of the student turnover ration in and out of the residence halls."
