South Carolina has received two
grants totalling $350,000 from the
U.S. Department of Energy to
promote energy-related research at
USC and Clemson University.
The Experimental Program to
Stimulate Competitive Research
grants will provide stipends for ten

search and fund two faculty workshops
to explore opportunities for
energy-related research collaborations
between the universities.
"The $250,000 grant to support
the graduate traineeships will help
us attract some very high-quality
students," said James Durig, dean
of USC's College of Science and
Mathematics. USC will select six
doctoral candidates for the fellowship;
Clemson will choose four.
Each candidate will receive
$18,000 per year, plus allowances
totalling $4,500 for books, travel
and research.

The president of the
Columbia?based Zenith Capital
has been accused by the Securities
and Exchange Commission of taking
part in an investment scheme
which swindled hundreds of investors
out of at least $1.5 million.
In a lawsuit filed Wednesday in
U.S. District Court, Thomas Gallman
of Columbia and Roger
Finchum, president of Volunteer
Silver Exchange Inc., in Hendersonville,
Tenn., were named as
defendants.
Also named in the suit was Kenneth
J., Adams of Jacksonville,
John P. Thomas of Macclenny and
James D. Thomas of Middleburg,
who are charged with violating

Eight of the 18 grant proposals
from participating EPSCOR states
were selected for funding.
The National Science Foundation
originated the concept of EPSpr>D

revealed researchers from four
states were receiving 44 percent of
NSF funding, while South Carolina
and six other states were receiving
less than $1 million per year.
The EPSCOR program is correcting
the geographic bias with
grants to increase research competitiveness
in these states. Twelve
other states have since been added
to the program.
USC and its state EPSCOR partners,
Clemson and the Medical
University of South Carolina, have
received nearly $4 million in NSF
EPSCOR funding since the program's
inception.
The DOE grants, which go into
effect Sept. 30, are the first EPSCOR
monies from a federal granting
agency other than NSF. Other
agencies such as the Environmental
Protection Agency and the Defense
Department are expected to
implement their own EPSCOR
funding projects, Durig said.

The suit claims that Adams
raised.at.least .$.170,000 from at
least five investors in Florida.
Adams said he doesn't believe
the transactionsivcanstitute securities
sales, as the SEC contends.
