On behalf of the University family, I am pleased to be among the first to welcome you to the 1991-92 academic year at the University of South Carolina! This summer, as always, seems to have slipped by sooner than we would have liked. Those of you who are returning to USC are probably catching up on the summer's events while you first time Gamecocks are hopefully getting settled in and becoming familiar with our great University. At Carolina we work hard to provide a challenging, stimulating and supportive environment where all members of the University ? students, faculty, and administrators ? can acquire knowledge and develop their individual personalities. In addition to your classroom experience, you will find that you will have other developmental opportunities by being involved in Student Government, Greek organizations, clubs and organizations, honor societies, or community and civic organizations. Without question, there are activities that you will find of interest to you here at Carolina. However, it is up to you to find those that best meet your needs and areas of interest. They are provided for you, so get out there and make your mark and be a pan of your University. This year, perhaps more than any in the recent past, proves to be a challenging one for each of us. We have all had to tighten our belts and make adjustments as we move into the 1991-92 academic year working with an austere budget. Our goal in Student Affairs is to minimize the impact of these adjustments by utilizing talents, skills and interests of students and staff more efficiently. Please remember, we are all in this together. We all feel the sting of the tight budget, but maintaining a positive attitude and viewing these challenges as opportunities will allow us to maintain our high level of outstanding services and programs. In every single hour at Carolina, there are new adventures, opportunities, disappointments, rewards and stimulating experiences awaiting you! I urge you to respond to the challenging instruction of your professors, to engage vigorously in the pursuit of knowledge and truth, to be involved as a citizen in campus and community life and to dedicate a portion of your efforts to making Carolina a better place to be. Tlie new policy for housing university employees is seen to be a response to controversies with formei USC President James Holderman and actor-professoi Robby Benson. The new policy says only employees indicated in the annual State Appropriations Act may be furnished campus housing at no charge or less than fair markel value. The employees must be approved by the president and trustees. Also, any housing furnished to employees required to reside on campus is not considered taxable income, and any housing which serves as a convenience to the employee will be reported as taxable income. Any department furnishing housing must first request approval from the president or vice president ol business and finance. The trustees also debated over the policies and procedures regarding work related injuries. The policy says any low-income employee of USC would receive treatment at the Student Health Center. The committee also debated who should pay and who should not pay medical fees. "We have to make sure we can collect from those employees capable of paying," said Herb Adams, trustee from Laurens. "We're most concerned with the likelihood of this getting out of hand. We don't want any abusers of the system," committee chairman Mack Whittle said. Regardless of the policy the committee adopts, stu dents would still end up picking up some of the costs. One award of $1,200 would be given to one student from each of the five two-year campuses. USC spokeswoman Debra Allen said the year of the student receiving the scholarship didn't matter. "It could go to someone continuing their studies at Columbia, or it could go to a freshman (hi one of the system campuses," Allen said. The Ad Hoc Committee met to present different proposals to private industries. There has been speculation the bookstore might be turned over to private control. Currently a private foundation within USC runs the bookstore. "We're also going to find out what the university ' wants in a bookstore. We'll let students, faculty and administration voice their views September 5 at 3 p.m. in the Law School," McCullough said. 'This entire process must be a fairly rapid process. We would like to report to the president by early 1 November with a response to the proposals and recommendations," he said. Members of the committee also include: Adams (ex-officio), trustee.
