Amateur umpires, who took over for the final two days of spring training, worked all but one of Monday's games, the first time regular umpires missed games during the season since 1979. But they were due back Tuesday, when nine games were scheduled. "Money was the biggest issue," commissioner Fay Vincent said. "I think both sides Under the four-year agreement, the minimum salary for umpires rises from $41,000 to $60,000 and the maximum goes CI AC AAA ,? The previous agreement contained many restrictions that forced the leagues to rotate umpires for major events. 'The idea was to be sure that we could reward people for working hard and performing well" Vincent said. Monday's only game with regular umpires was in Texas, where the Rangers played Milwaukee with President Bush looking on. At Tiger Stadium, where the New York Yankees opened against Detroit, former AL umpire Bil Deegan worked home plate and three college umpires worked the bases. Former minor league umpires were at Baltimore's game against the Chicago White Sox and the New York Mets' game against the Philadelphia Phillies. Former AL umpire Dallas Park was at second base for Cleveland's game at Kansas City with college and former minor league umpires. The 60 major league umpires walked out after talks broke down early Saturday morning. Phillips said he wasn't confident going into the meeting, even though the sides had closed in on a deal early Saturday morning before the breakdown. Kheel, the son of labor mediator Theodore Kheel, consulted throughout the night with Vincent, AL president Bobby Brown and NL president Bill White. After the tentative agreement, the sides spent 44 hours working on language and signed the contract just after noon. The top-salaried umpire under the agreement will be Doug Harvey and Harry Wendelstedt at $201,000. They will make $175,000 in salary, $20,000 from the postseason pool and $6,000 for being crew chiefs. "We got to where we had to get," Phillips said.
