Kinko's Copies in Russell House
reported a case of malicious injury to
personal property Thursday night.
Someone threw tomatoes through
the wire security gate, causing
damage to the store's carpet and the
counters, according to a report filed
with University Police.
In a separate matter, a non-student
was arrested by University Police
11:15p.m. Friday for disorderly conduct.
Police reported that they
observed him walking along 1500
Greene St. in an intoxicated condition.
He was arrested and
transported to the Richland County
Detention Center.

USC Friday to discuss the U.S. Constitution
and its continued power
after 200 years of existence.
The panel consisted of the
Honorable Jean Galloway Bissell,
Federal Circuit Judge on the U.S.
Court of Appeals; Sen. William
Brock 111, R-Tenn.; former Chief
Justice Warren Burger; Rep. Butler
Derrick Jr., D-S.C.; retired NBC
news reporter Edwin Newman; and
Norman Ornstein, a resident scholar
at the Institute for Public Policy
Research.

the constitution of the United States
should be more than just a celebration
of the greatness of that document
and the remarkable durability
of the system," Burger said. "It
should be an occasion for serious and
critical examination of how each of
the branches (of government) is
working."
The panel discussed foreign policy,
domestic issues and representation of
the people.
Among the foreign issues discussed
were the U.S. policies toward the
Persian Gulf and Nicaragua.
"My observation is if what is being
done in the Persian Gulf was not
done, Iran and Iraq would still be at
war," Burger said.
"When it comes to Nicaragua, it
seems the president is unable to convince
people of the danger there,"

plate of his car was stolen sometime
Friday afternoon. The car was parked
on the fifth level of the Blossom
Street garage.
A non-student was arrested at 9
p.m. Friday and charged with
disorderly conduct, malicious injury
to state property and trespassing at
the Carolina Coliseum. He was
observed by University Police to be

arrested and transported to Richland

A student reported someone scratched
his car while it was parked at the
Small Davis Field lot at 1300 Greene
St. Wednesday night. The vandal
scratched the initials "KA" and
"SAE" on the hood of the car,
reports said.

Included in the domestic side of
the discussion was the issue of balancing
budgets. The panel agreed the
federal budget was atrociously unbalanced
and that state budgets were
significantly better balanced, though
never to federal standards.
"Every state that says it balances
its budget by federal standards
doesn't," Derrick said. "The only
way to balance a budget is to take in
more money and spend less. It's a
hard decision to make."
The final topic of discussion was
whether or not the people of the
United States are represented in the
way the panel members thought they
should be.
The discussion was then handed
over to the floor, and members of the
audience were invited to ask the
panel questions.
