The celebrations honoring Campbell, Lt. Gov. Nick Iheodore and seven state constitutional officers started Tuesday with a dance and dinner, and included a prayer service and a parade Wednesday. Sen. Strom Thurmond, R-S. C.t who was a Democrat when he was governor from 1947 to 1951, administered ' ? oath of office to Campbell at 12:50 p.m. under parti' unny skies and temperatures in the low 60s. In his inaugural speech, the new governor stressed South Carolina as a state of opportunity. "Throughout the years, one thing is apparent: Progress has been made and success achieved because people saw obstacles as opportunities," he saiu. Bui he also said the purpose of government was to do for the citizens what they can't do for themselves while leaving room for people to improve their own status. Campbell said he did not support all of the state's programs. "It's time we realized that not all programs arc created equally and that yesterday's good ideas may not be so good today," he said. "We must differentiate between our wants and our needs and we must fund our needs first." * r A Support the m) March of Dimes I ?1HP1H DCHC1S fCHJNDATtQN W? i ?
