QUILFOYLE Staff writer Free trade was the tonir r?f the Athenian I rarxt and Debating Society's debate last Wednesday. The evening's resolution was, "The United States should further incorporate tariffs and trade restrictions to reduce foreign competition." Alex Johnson, English graduate student, spoke in favor of the resolution, and he immediately set the terms of the debate as relating to South Carolina and the textile industry. He said the textile industry was vital to state industry, with 18,000 textile workers in the state accounting for a payroll of more than $225 million. Johnson, noting that many problems face the textile industry, said there are no quick and easy answers. He said the best solution so far is proposed legislation that would set quotas on imports, but not use tariffs. Johnson finished his opening remarks by saying, "You can discuss all your economic theories, but they have never fed a hungry child." William Phillips, USC economics professor, debated against the resolution. He asked textile workers "to recognize what is inevitable in any market system which has freedom as its basis. Tariffs are just an imposition to the consumer getting the best articlc at the lowest price." Phillips said foreign textile industries have the comparative advantage in production. "Let textile workers find their comparative advantage elsewhere, and if it is in a lower income bracket, use the tax system to redistribute the income." Johnson rebutted by saying the quotas and barriers will work, but tariffs and surcharges won't. He said South Carolinians would rally in support of such restrictions. THINK YOU MIGHT j TOO MUCH? "Despite quotas, the price of the foreign articles will rise to match the price of American goods and the demand for a better product," he said. He said for every tariff, a quota has an equal and negative effect. "If you use the quota system, you throw away the tariff revenues and still end up paying a higher price in the market." Phillips said the Japanese impose their own quotas to avoid possible tariffs from the American market. "Quotas will raise the price of goods just as much as a tariff," he said. The debate was then opened to the floor. Tony Snell, society master-at-law, said the real purpose of tariffs is to send a message to the world. In his closing remarks, Phillips said Americans have a desire to keep the world poor and enjoy their great superiority in the world market. Johnson closed by repeating that economic theories would not feed the child of an unemployed textile worker. The resolution was then put to a vote.
