But the production, which gets under way this week on the South Battery, hasn't been without controversy. Some residents of Charleston's historic district have complained about plans to cover streets with dirt to provide a 19th-centruy ambiance. THEY SAY CLOSING the streets will be an inconvenience and that, if it rains, the dirt could wash off into storm sewers. There were suggestions that straw and burlap be used to cover the streets, but Warner Brothers officials said that wasn't ^ possible. Mayor Joseph Riley said plans to close the streets and cover them with dirt were fully explained earlier. But Riley said he's drawing up guidelines setting the ground rules for filming future productions in the city. For many Charlestonians, "North and South," represents a fleeting chance at television stardom. About 3,000 extras will be used in the production.
