County Council s From Staff Reports The proposed Columbia fine arts center continued its roller coaster ride of high hopes and dim signs this week, an area newspaper reported. On Tuesday, the Richland County Council's Administration and Finance Committee rejected the plans for the center, citing reservations about the funding, the managing and the timing of an $8 million bond issue reauest needed to build thp $15 million center. The State newspaper reported that Councilman A.T. Butler was most adamant against the center, saying that USC would get the most use out of it and shut out Allen University, where he teaches. ANOTHER COMPLAINT was that the request for funding comes at a bad time. The council is also considering funding for an $11-12 million downtown library branch, a $3-4 million of where alcohol is pernfitted on campus, the registration process for organizations and individuals wishing to serve alcohol and restrictions for the use of alcohol.
