Dorm leader que By John Deiner The Residence Hall Association was illegally licensed Wednesday and has been violating USC standards since its formation, a dorm government official said. The Student Organization Licensing Commission granted the RHA a license even though it did not follow guidelines established for unlicensed organizations in the 1983-84 Student Information Manual, Towers dorm government president Timothy Thomas said. Thomas, also a member of the SOL.C, said the RHA "formed itself" last semester and has been operating as a licensed organization ever since. The Council of Presidents was comprised of dorm government presidents and was disbanded last semester because they were too busy with their own governments to do anything constructive with the council, Nelson said. "The only reason the RHA applied for a license was because they were extremely thoughtful about the entire process," Nelson said. "The way we see it here, the RHA did nothing wrong.
