"Such action by the state's coordinating commission fails to account for the uniqueness of each institution and the ac^ cumulated experience and expertise of each . governing board with respect to the needs and goals of their respective institutions," the USC committee said in a unanimous resolution. ?* The commission has proposed that it "be authorized to establish a uniform fee struc miv tiiai wuuiu ut 111 uvgi a iwu ui three year period." "A statewide tuition and required fee policy is needed in South Carolina," the commission said in a report on education costs. "Planned increases in student fees are preferred over unplanned increases. Unpredictable or unplanned increases impose severe hardships on students." The CHE report said fees for in-state students have increased 85 percent in the past five years. But the Clemson resolution said the increases are "not attributable to any lack of authority or control over tuition and fees" bv the commission. Clemson Provost David Maxwell told trustees that all schools are not alike and can't be expected to charge uniform fees.
