No. 15 S.C. legi By David Hill The 1980 death of a USC student at a fraternity party has prompted anti-hazing legislation in the South Carolina General Assembly. Sen. Tom Smith, D-Florence, introduced a bill earlier this year making hazing a misdemeanor, calling for expulsion from school of persons conducting hazing and giving anyone subjected to hazing the right to sue the perpetrators. He introduced the same bill in 1981, but it died. Smith said he was prompted by Santord and Maisie Hallou, the parents of Barry Ballou, a 20-yearold Sigma Nu pledge who died Jan. 25, 1980, at the fraternity's lounge. The Ballous are suing Sigma Nu and USC officials for $3 million. "THEY'RE CLOSE friends of mine and live about 15-20 miles from me," Smith said of the Ballous. In a letter to Smith, the Ballous said, "We pray every day that not one other young man or woman will die to these terrible unsupervised peer pressures." SINCE 1971, there have been as many as 45 hazing-related deaths in the United States, the report says. "Hazing in South Carolina, with respect to court cases and reported incidents, has been minimal," the report says. From those reported cases, however, it was learned that one college reported seven hazing cases in 1981-82. The college took "strong disciplinary action," the report says.
