.wire Bill stiffens (AP) ? Legislation stiffening drunken driving penalties and creating a "clear deterrant" to the crime was signed in to law by Gov. Dick Riley yesterday. Riley, in a special signing ceremony, said the measure is the first step in a statewide campaign to crack down on drunken drivers. He said the General Assembly still needs to pass legislation raising the legal drinking age to 21 and outlawing open beer and wine containers in mov ing venicies. "WITH THE signing of this bill today to toughen our driving-under-theinfluence laws, I feel we have made a major step forward to getting the drunken driver off our highways," the governor said. The new law, passed last week by the legislature, requires mandatory jail time for habitual offenders. "l aon i tnmK there's any question about that." Sen. Verne Smith, D-Greenville, a chief sponsor of the drunken driving bill, said, "The state is sending a message to all people that our state government does take drunk driving seriously. Hopefully this will save some lives." RILEY SAID the open container bill, which has passed five times in both the House and Senate but has never won full legislative endorsement, is the toughest of all three bills to pass. Smith said "quiet opposition" to the bill has proven very effective. Both that bill and the one raising the legal drinking age will be up for debate next year when the legislature reconvenes.
