Speaking to USC's College Republicans chapter Wednesday night, Spence urged students to take advantage of the many federal student aid programs available to them. "You would never believe how much federal money is out there for students," Spence said. "The bad thing about it is that a lot of that money goes untouched." Spence said he advocates a strong national defense, even if it means a militarv draft, to deter war "REALISTICALLY speaking, I don't think we'll have a draft. That's not to say that I wouldn't be in favor of one, however. It (the military) does a lot for you; I know it did a lot for me. I think everyone should take a shot at it, and you can get a lot out of it, too," Spence said. The only action the government is taking toward a return to the military draft is registration, Spence said. This action means the government is only taking a head count to see who is capable of military service. Spence said he favors Reagan's budget cuts, saying that what the administration is trying to do is good, but will take some time to correct. "PROBLEMS WITH our economy didn't happen overnight. It took a while to get into this mess, and it will take a while to get us out," Spence said. The primary problem with the budget, Spence said, is that the spending deficit is costing everyone, because the government must borrow money to help pay for its bills. "That's one reason that I voted for the balanced budget amendment," he said. "Government has got to stop spending more than it takes in."
