By Forrest Brown A USC student was arrested in connection with the death of a West Columbia woman in a traffic accident near campus around 11:45p.m. Saturday . snerry scoggins, 24, was pronounced dead at Richland iMemorial Hospital at 12:47 a.m. Sunday, according to Director of Nursing Carrie James. Two University of Georgia students were hospitalized after the accident. David Briscoe and Claude Johnson were in Baptist Hospital with undisclosed injuries Sunday afternoon. A Baptist Hospital spokesman said Johnson and Briscoe are in stable condition. Randy Desrochres, desk operator for the Columbia Police Department, said the accident happened in the parking lot of the American Legion Hut at Pickens ana Whaley streets. Flora High School student who ^ lives near the accident scene, said he was home when he heard someone yelling for a fire extinguisher. Gallagher said he grabbed a fire extinguisher from Carolina Gardens apartments, ran to the scene and sprayed down the engine. After the fire was put out, Gallagher said he left the scene. To acquire a new ID card, a student now must fill out and sign an application stating that his ID has been lost, stolen or mutilated. He also must pay a $5 fee. Campus police keeps this portion of the form on file. A student applying for a new ID card must provide the Treasurer's Office with the lower half of the form, signed by campus cniet ot ponce, slating tnat university ponce nave tne signed affidavit. Before, students only had to pay the fee. If university police confiscate a student's ID card, whether at an athletic event or any other campus activity, the card is turned over to Student Affairs, according to Marsha Duncan, dean of Student Affairs. She said Student Affairs keeps a record of recipients of the letter. First offenders do not receive disciplinary action, but action is considered for second offenders. Student ID cards are for the students' benefit only, Rhodes said. IDs are provided so students may attend athletic events, use university facilities and attend campus activities, he said. "We have them (student ID cards) to protect the students on this campus," Rhodes said. During the fall semester about 1,000 student ID cards are reported lost, stolen or mutilated, compared to about 50 during the spring semester, Rhodes said.
