Morris is sticking to his prediction that midyear budget cuts will total $60 million to $100 million, saying that almost eliminates the possibility of pay raises for state workers in January. "It doesn't look very good," he said of the pay hikes Wednesday. Morris, who is to meet with other members of the Budget and Control Board Friday, said the state has a long way to go before it gets out of the recession. The budget board will hear from the Board of Economic Advisers, which provides official state revenue estimates. The Budget and Control Board's chairman, Gov. Dick Riley, has said he would work to restore pay in I' /_ L_ ' [**EO SPEEDW > HU)I I I / (iOOli . .. In June, the board vetoed the 5percent pay hikes given state workers by the Legislature. Riley said the veto was to avoid a deficit in the current state budget. Morris last December voted against a 2.19-percent budget cut for fiscal 1981-82, saying that it was too early to guess how the economy would perform for the rest of that year. But he said he will vote for this year's cuts of 3 percent to 5 percent, no matterwhat is recommended by the Board of Economic Advisers. Morris said he dislikes across-the- \ board, quick-fix budget cuts. Cutbacks ought to be more selective, by 1 program, instead of by a fixed percentage applied to most agencies, he said. While Riley and others say the law requires the board to try to make . uniform cuts, Morris said the fact that an entire large agency - the Depart- . ment of Corrections - was exempted from earlier cuts shows that the board is not rigid on this. s/ 1/ ~ v!
