aptHiumy un it By Johnny Boggs For a long time, women's athletics have received a shortage of funds, minimal publicity and little respect. A 1980 study released by the U.S. Commission on Civil Rights said on the average, colleges provided $2,156 for female athletes and $5,257 for male athletes during the 1978 79 year, despite tne fact that Title IX of the Civil Rights Act says budgets for men's and women's athletic programs must be proportionally the same. The study was done when most women's athletic programs in Division I school were under the jurisdiction of the association of Intercollegiate Women's Athletics. Now that many women's programs are shifting to the National Collegiate Athletics Association, some university officials believe discrimination towards women will decrease. Bob Marcum, USC Director of Athletics, said the figures from the Civil Eights study could not be thoroughly considered until each sport was individually looked at. "You can't really study those figures," Marcum said, "because when you look at the biggest-spending sport, it's football. Football costs a lot more than other sports. "You have a lot of equipment in football," he continued, "and you can't equate that with a smaller sport like swimming." Marcum said he thought the NCAA would do a good job dealing with non-revenue sports, but said that once again football iction company re before the hearing officer.
