USC transfers

To avoid a fall tuition increase, USC has
transferred $3.8 million from various
departments within the university to its
1982-83 working budget.
USC Provost Frank Borkowski said the

Borkowski said this transfer will help
lower students' fees, but projects such as
dorm renovations will suffer as a result of
the transfer.
"In essence, this is a paper transfer.
There isn't any external money coming in,"
Borkowski said. "This is a very key point.
Funds are simply being shifted around. This
means there will be cuts in some of the
services the university offers."
With the exceptions of USC and Winthrop
College in Rock Hill, other state-supported
institutions already have raised their tuition
rates.

Borkowski said the university does not
have any emergency reserve funds. He
added the university has no more money to
transfer if mid-year state budget cuts go
into effect.
"If there is an additional cut, we will have
to reevaluate the situation and see if a
tuition raise is warranted," Borkowskisaid.
Borkowski said university officials have
had no "in-depth, definitive discussions" on
the amount tuition would be raised if the

"At this point, I don't believe anybody
with any degree of certainty can tell if the
cuts will occur," Borkowski said.
"If the state mandates additional cuts as
it did last year, we would have to reassess
our standing," Borkowski said. "The key is
