Conference Partic \ By MARK PLATTE Editor's note: This is the final part of a three-part series on the terrorism conference held in Bellagio, Italy. During a discussion about International Law and its usefulness in the Iranian situation, one member of the group pointed out," Just what is International Law and what nurnosp HiH it coruo in fVm Tfoni?n ~T' 1 , , ?? .? tv in tuv Hainan uuaidgc ci : 11 StJrVCU almost no purpose." A defender of International Law said, "I'd be the last one to exaggerate the work and effectiveness of International Law. I think that it would be inaccurate to say it (International Law) had no impact on the dispute.'' Another member said, "Whatever its inadequacies, International Law is a component of getting at the situation for down-to-earth political reasons. It is an essential first building block. You do whatever you can to reinforce International Law." During the session of "Media and Terrorism," Howard ouuuiis, managing eauor oi The Wpshington Post and Pierre Salinger of ABC News in Paris, were faced with a barrage of criticism from those who felt the media either glamorized the activities of terrorists or served as a platform for terrorist demands. Simons said The Washington Post uses utmost discretion in printing terrorist news and many times holds back in[ I S $1.00 OFF I I AnvUfhnlo ciih M - jf mm m BVIW J 11 with the Purchase of I I any size soft drink! "Television is mostly at fault," said Simons with humorous reference to Salinger. "But how are we supposed to cover terrorist activities? All journalists practice it the same way. We report on the number of people killed, the nations involved and where it happens.'' Salinger told of the situation on Northern Ireland and commented, "Of course both sides use the mass media to advance their own purposes and I agree that the problem is television and not the written press. Terrorism is an act of communication. "We are looking for a picture, the most spectacular Die tare,'' Salinger said. "It is one of the defects when we present the news but we are begging to break out of that mold." Salinger noted that journalists should be invited to conferences such as these to know how the media coverage could be altered somehow. As a surprise to many in the group, Salinger related how ABC News had been invited by the Italian police to film the rescue of General Dozier last year but declined the offer because of the sensitive nature of the ordeal. In that case, said Salinger, the media was asked to cover something but said no. In the instance of the Libyan hit squad story, Salinger said the U.S. government pushed that story to the press even though it probably wasn't true. "First, I never use information that would endanger a human life. Two, I could clearly identify the numerical strength of the terrorist movement involved (so insignificant terrorist acts involving just a few people would not get much media attention) and three, I would refuse any contact with a terrorist group who wants to use the media." During the question and answer period, some group memDers accused the men of having reporters in their profession who paid Iranian demonstrators and other international radical groups to cheer, shout or stone the opposition just so the reporters would have good news footage for their station. After both media representatives denied knowing about any attempts to pay demonstrators of any kind, Simons said, "Everybody thinks we're to blame. Look, we don't cause the planes to crash or the demonstrations to take place. We're just out there to cover the event." USC prepared a six-page summary of the meeting and its conclusions to be presented to the proper channels. In the summary, which most of the group debated and updated during the last night atBellagio for about four hours, the prevention of terrorist incidents was underscored with better intelligence gathering, tighter security and a better exchange of information highlighted as major improving nr>i ntc PV1,IVU* <M?? ? ? ?? ? ?
